MANDATE OF THE DEPARTMENT:
The mandate of the Ethics Office is to promotes an ethical culture based on the UNAIDS core values of commitment to the AIDS response, integrity and respect for diversity, and in accordance with the WHO Staff Regulations and Staff Rules and the adaptations for UNAIDS staff members (as reflected in the Introduction to the Staff Regulations and Staff Rules for staff members of UNAIDS), the Standards of Conduct of International Civil Servants, and related policies. The Office is separate and independent of management.

The Office carries out its work through six strategic functions: provision of ethics advice; protection against retaliation; administration of the declaration of interest programme; provision of ethics training; prevention of sexual exploitation and abuse; and contribution to the development of standards, policies and principles to ensure consistency and fair application of the organisation’s rules.

The Ethics Office is guided by the principles of independence, impartiality, and confidentiality in its dealings with staff members, management, and collaborators.
Main tasks and Responsibilities of the Position:
The incumbent will work in the Ethics Office under the supervision of the Head of the Ethics Office. He/She is expected to support the work of the Ethics Office in providing confidential ethics advice and promoting and upholding the Organization's ethical principles. He/she will support the Head of the Ethics Office in developing advice on a range of ethical dilemmas, the development and implementation of training and support the development of communication materials and policy documents. Specifically, the incumbent will support the Head of the Ethics Office to:

1. Carry out analyses of conflict-of-interest situations and other ethical dilemmas, including requests for authorization for outside activities, acceptance of gifts and engagement in political activities, and prepare advice to staff members and/or management.
2. Develop and implement ethics awareness and training activities to foster an ethical culture in the organisation.
3. Conduct research and analytical reviews of Ethics Office and related data and prepare annual reports and other communication materials for staff and partners.
4. Analyse retaliation claims and recommend and monitor measures to protect staff and collaborators in accordance with prevailing policy.
5. Support the organization of meetings, including external meetings, draft relevant meeting reports, and monitor the support the production and monitoring of other inputs from the Ethics Office, as required.
6. Keep abreast with new developments and best practices in ethics and compliance programmes to ensure a continual enhancement of UNAIDS ethics standards and tools.
7. Manage confidential files, and track and monitor requests for advice and cases received by the Ethics Office.
8. Perform other related duties, as assigned by the Head of the Ethics Office.
REQUIRED QUALIFICATIONS
Education:
Essential: A first university degree in law, business administration, social sciences, public health, human resources management or related field.

FUNCTIONAL/TECHNICAL KNOWLEDGE/SKILLS
Experience in ethics/professional conduct issues. Experience conducting research and analysis of complex situations/processes, including policy analysis and/or legal advice in large organizations. Demonstrated experience at the international level.
Experience:
Essential:
At least 5 years of progressively responsible work experience in dealing with multiple stakeholders, and supporting decision making processes in complex organizations, with at least two years' experience at the international level.

Desirable: Experience in conflict-of-interest management and the provision of confidential individual advice.
Languages:
Essential: Proficiency in English

Desirable: Knowledge of additional UN official languages.

Annual salary: (Net of tax)
USD 64,121 at single rate
Post Adjustment: 89.70 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
