MANDATE OF THE DEPARTMENT:
The Global Science, Systems and Services Practice has the goal of promoting, and accelerating sustainable, transformative actions and equitable, innovative solutions that maximize access to HIV services and sustain efficient HIV responses integrated into national systems for health, social protection, humanitarian settings and pandemic responses. It achieves these by: 1) using innovation for prevention, treatment and pediatrics, which covers the HIV treatment-prevention continuum and focuses on reaching the 95-95-95 target, 95% combination prevention targets and leaving no one behind; 2) forging productive partnerships with key global AIDS financing partners to ensure national leadership and ownership of AIDS response and maximization of investments, thus building the pathways for sustainability; and 3) integrating multisectoral approaches to HIV and health, and ensuring that community-led responses form part of national health systems and beyond.
Main tasks and Responsibilities of the Position:
Reporting to the Head, Programme Innovation for Prevention, Treatment and Paediatrics (PTP), the Senior Adviser, Community-led responses ensures the scaling-up and strengthening of community-led responses with regards to HIV/AIDS service delivery. Matrixed reporting to Head, Community and Youth Engagement (EQR).

He/she has the following key responsibilities:

1. Technical guidance

Leads on the technical input and provides tools, guidance and technical advice on the development of strong community-led service delivery models for countries and civil society organizations that ensure a human rights and gender-based approach.
Supervises evidence generation and analytical work related to access to services and resources available to assess implementation, identifying gaps, and supporting countries to prioritize high-impact solutions that remove bottlenecks, as well as coordinating the support to scale-up community participation in improving programme accountability, including the work of Community-led Monitoring, and expand effective community-led responses that:
(i) reach key populations and those underserved by current HIV programming,
(ii) help generate service demand,
(iii) promote service retention and adherence,
(iv) serve an essential monitoring and surveillance function,
(v) improve service accessibility and quality based on community-generated data and evidence
(vi) advocate for essential HIV investment to address community needs.
Promotes policy coherence for the strategic engagement with and mobilization of communities ensuring their effective participation in AIDS response mechanisms and programmes in planning, implementation, and monitoring, with a particular attention to those addressing sexual and reproductive health, gender equality, gender-based violence, stigma and discrimination in service provision and adolescent health and development.
Serves as a focal point on all matters related to scaling up and strengthening of community-led organizations, institutions and networks, and community-led responses.

2. Capacity building, advocacy, and knowledge management

Devises the institutional capacity development and engagement strategy with community organizations, institutions, and networks to advocate, deliver services and/or implement community-led monitoring.
Facilitates real-time knowledge sharing and problem-solving in relation to scaling up and strengthening community-led programming in the global HIV response.
Convenes, organizes, and leads knowledge dissemination activities on community-led responses. Identifies good practices from both within and outside of UNAIDS for sharing and utilization of lessons learned.

Performs other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Masters' level in public health, biomedical and social science, public health, management, or another area related to the duties and responsibilities. For internal candidates only, a relevant first university degree and 12 years of relevant professional experience will be considered as equivalent.

Experience:
Essential: At least 10 years of experience at the international level in the area of HIV community service delivery, community-led responses and/or community-led monitoring. Experience in capacity development and institutionalization of community service delivery mechanisms. Significant experience in research and analysis of community-led responses.
Languages:
Essential: Proficiency in English, with a working knowledge of French.

Desirable: Knowledge of additional UN official languages.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 92,731 at single rate
Post Adjustment: 22.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
