The Regional Office provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Regional Office promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
The Equality and Rights for All Practice delivers on the UNAIDS Secretariat's goals of reducing inequalities. This specifically refers to ensuring that the HIV response is gender-transformative, rights-based and people-focused in a manner that is community-led, inclusive and progresses societal enablers. The Practice also delivers on the organizational agenda to remove human rights barriers and intersecting gender inequalities. It does that by developing and sharing policies, guidance, research and tools that support legal, policy and social norm change; by advocating for a greater political commitment; and by convening communities of practice and leveraging existing and new partnerships to continuously identify and respond to the inequalities driving the HIV epidemic.
Main tasks and Responsibilities of the Position:
The Youth and Social Organization Officer is responsible for contributing to the practice area objectives in the office and with UNAIDS partners and counterparts, coordinating specialist expertise and contributing to the overall coordination of the UNAIDS response in the functional areas described below.
Within the matrix management reporting structure of the Regional Office, and as part of the global Equality and Rights for all Practice, the Youth and Social Organization Officer focuses on a set of deliverables that are aligned with the UNAIDS equality and rights for all vision, the epidemic trajectory, the social norms and the needs in the Region. This post, like all ERA posts, includes a focus on key populations, customized to respond to the regional and subregional contexts and epidemic, and focus on women and young people living with HIV, women and young key populations.

He /she has the following key responsibilities:

1-Provision of technical advice
a-Work towards increased political inclusion of young leaders in regional and country decision-making processes related to policy, programme development and funding mechanisms in the AIDS response-such as the Joint UN Teams on AIDS, Country Coordinating Mechanisms and National AIDS Commissions/Councils-as well as regional bodies.
b-Leverage innovation to establish clear results-oriented feed-back mechanisms of youth initiatives in the region for increased accountability and stronger coordination by using online tools for offline action.
c-Contribute to the establishment of non-traditional, collaborative and transparent mechanisms for reporting and assessing through both quantitative and qualitative monitoring and evaluation the impact of youth participation in the AIDS response at country and regional level. Explore opportunities to build broad new alliances for social change inside and outside the AIDS response by adopting a network approach to social organization, identifying key influencers and organizations in other youth movements, while also utilizing existing partnerships to deliver on UNAIDS' strategic youth agenda.
d-Assess the information needs of youth networks and organizations on HIV, including but not limited to information about the local epidemic, where decision-making takes place, how to influence it, funding opportunities for youth-led initiatives, etc.
e-Build a community of interest by making information more accessible through for example, blogs, pod-casts, Twitter, Facebook, emails, and etc.
f-Work to establish a culture of inclusion in the regional and country offices, institutionalizing a space for dialogue between youth networks and organizations and staff for an increased understanding of and respect for youth perspectives and ideas in the AIDS response.

2- Youth focus
a-Provides substantive support to countries in coordinating their youth activities by leading, facilitating, and promoting efforts to scale up, strengthening and funding of the HIV response by and for young people.
b-Provides advice to and engages with regional mechanisms or country-level governments, cosponsors, community led, women-led, and youth-led organizations and networks, on issues related to:
i.youth leadership and engagement;
ii.capacity building and skills development;
iii.investment in youth leadership and partnerships;
iv.comprehensive sexuality education;
v.education and social protection policies and programmes for young people;
vi.removal of policy, legal and societal barriers for adolescents to access services, including age of consent laws and policies;
vii.integration of services;
viii.generation, analysis and use of data for both youth specific and youth responsive programming and advocacy; and
ix.theoverall expansion of youth-led responses.
c-Supports the establishment of a culture of youth inclusion within UNAIDS and adoption of 'youth as asset' perspective including via strengthening and quality assuring of internship and other youth support programmes.

3- Gender equality focus
a-Works on the positioning of gender equality at the centre of UNAIDS efforts to implement the global AIDS strategy in the region, emphasizing gender transformative, women / key populations / people living with HIV-led interventions at scale.
b-Establishes or supports at the regional or country-level - effective leadership, mentorship and capacity building of networks of women key populations that include women living with HIV, women who use drugs, female sex workers and transgender women and adolescent girls and young women, for effective representation and advocacy on human rights, gender equality, sexual and reproductive health and rights.
c-Analyzes the regional HIV epidemic, context and response from a gender perspective, as well as relevant data on sexual and reproductive health and rights. Monitors trends and opportunities across the region and provides on-call support to countries to advocate, build political commitment and mobilize resources.
d-Support the completion and implementation of gender assessments to ensured development and implementation.
e-Organizes or participates in communities of practice on gender equality issues, women-led responses, for joint coordination, information sharing, quality assurance, capacity building and mutual support.

Performs other duties as required.
Essential: Advanced university degree at the Master's level in social science, public health, management, communications or related fields. First university degree and 4 years of experience will be considered as equivalent.

Essential: A minimum of two years of experience in social justice movements, civil society, a non governmental organization, development, government- and/or international organizations with a focus on youth.
Desirable: A minimum of 2 to 3 years of experience working issues related to health and HIV.

Essential: Fluency in French and Proficiency in English.
Desirable: Knowledge of additional UN official languages.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization’s Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
60203 USD at single rate
Post Adjustment: 40.2 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
