MANDATE OF THE DEPARTMENT:
The External Relations Department mobilizes resources for the Joint Programme which includes core funding, non-core (extra-budgetary funding) and grants oversight, and also leads the engagement with private sector. The Department further builds, maintains and nurtures strategic relationship with a variety of international and bilateral institutions and member states, the UNAIDS Programme Coordinating Board (PCB) and its members, the Economic and Social Council (ECOSOC) and others, inter alia ensuring that UNAIDS governance remains inclusive and fair, with equal access to?engagement in processes, committees and decision?making.

Main tasks and Responsibilities of the Position:
Reporting to the Director, Resource Mobilization, the Foundations Adviser leads on the engagement with the Foundations, philanthropists, Private givers, and Private Sector and provides resource mobilization advice for the Joint Programme.
He / she has the following key responsibilities:
1) Business development
- Maintains and strengthens donor relations with the foundations Philanthropists, private individuals or collective givers and the private sector and identifies strategic opportunities for developing relations with new donors.
- Liaises with donors on resource mobilization, programme priorities, partnerships, governance, and organizational results and impact. Represents UNAIDS in discussions with foundations and other private givers.
- Provides guidance, policy advice and market intelligence to the senior organizational leadership, management and staff on advocacy and resource mobilization strategies for raising resources for UNAIDS.
- Develops strategies, and proposals, negotiates funding agreements to raise funds for the programme. Guides and supports, as required, in the preparation of fundraising proposals for UNAIDS to be submitted to foundations and private sector funders.
- Ensures a high level of reporting and implementation of funded programmes.
- Negotiates funding extensions and reprogramming with donors and works closely with other UNAIDS organization units to manage difficult cases and resolve issues.
- Coordinates the internal strategy and preparations for donor evaluations, briefing and liaising with staff across the organization and outside as required.
2) Market intelligence, reporting and knowledge management
- Gathers market intelligence and strategic information on funding and emerging donor priorities and shares information as required to support the organizational resource mobilization strategy.
- Provides information and advice on donor priorities and interests to inform UNAIDS leadership and colleagues on opportunities for resource mobilization.
- Advice on the resource mobilization strategy providing advice on innovative initiatives for increasing financial support.
- Keeps up to date all relevant organizational databases, such as on donors, on projected incoming resources and alike.
- Ensures accurate contribution to management and donor reporting and identifies strategies to strengthen financial management of grants working closely with other UNAIDS organization units as required.

Experience:
Essential:
- At least seven years' work experience in/with bilateral or multilateral development organizations, including in external/donor relations, negotiation, innovative partnerships development and major funding initiatives with donors. |
Languages:

Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
