MANDATE OF THE DEPARTMENT:
The Eastern Southern Africa Regional Office (ESA) provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and
country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality
lens as part of the Sustainable Development Goals (SDGs), the ESA Regional Office promotes effective use of strategic information of the epidemic trends and the status of its response and
provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

The Zimbabwe Country Office provides leadership and coordinates the expanded UN system response in Zimbabwe Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the scales up HIV services focused on key populations and locations most at risk. The Zimbabwe promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Zimbabwe. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides intellectual support and technical guidance as necessary to national partners and policymakers.


National Context
The Zimbabwe National HIV and AIDS Strategic Plan 2021-2025 outlines the need to strengthen client-centred services, use of community outreach platforms, and the adoption of differentiated service delivery (DSD) models. The strategic direction focuses on putting the community at the centre of HIV programming, not only as program recipients, but as strategic stakeholders, key in driving Zimbabwe towards ending AIDS as a public health threat by 2030. Collaborating with community members, in a way that will identify barriers and enablers to accessing and utilizing HIV services, is pivotal to the national response to HIV and ensures programming is tailor made to respond to the bottlenecks pulling back program progressive efforts. CLM provides the structure and mechanism through which community data can have a sustainable impact on service quality.1

Starting October 2022, UNAIDS Zimbabwe will manage the CDC/PEPFAR Community Led Monitoring (CLM) grant. The general aim of the CDC/PEPFAR-supported CLM in Zimbabwe is to expand community monitoring for social accountability and improved access to HIV services, in 44 priority districts, achievable through the following objectives:

1. Identify barriers to access high-quality health services in health facilities and communities.
2. Refer and track identified barriers to relevant authorities for resolutions.
3. Strengthen community voices to influence HIV and TB policies and strategy development.
4. Improve provision of differentiated HIV testing services, antiretroviral therapy (ART) initiation and retention and the proportion of eligible ART clients with a documented viral load result (viral load coverage).
Main tasks and Responsibilities of the Position:
Under the supervision of the responsible officer, the CLM Programme Officer has the following key responsibilities:

Duties and Responsibilities
1. Coordinating and overseeing the CLM project.
2. Managing relationships, partnerships, policy, and advocacy efforts.
3. Monitoring and evaluating activities of the project under his/her portfolio; and
4. Facilitating knowledge management and sharing.

Coordinating and overseeing the CLM initiative

-Oversee the development of annual work plan and budget and ensure that the proposed activities are aligned with overall project objectives, country programme and strategic plan.
- Lead day-to-day decision-making in relation to CLM project activities
-Oversee program operations as it relates to the sub-award, including program reporting, administrative, logistics, procurement, budgeting, and oversight of the grant.
-Coordinate the execution of the workplan to achieve the targets, including guiding the teams to achieve the targets.
-Monitor the implementation of the activities by partners and provide technical guidance to them as required.
-Coordinate the preparation of reports in a timely manner.
-Coordinate with different teams/partners to develop Letters of Agreement, Memorandum of Understanding, Low Value Grants etc. -Support the CLM Project Lead in overseeing relevant team members and consultants and quality control their outputs and performance, where necessary.
-Contribute to the preparation of relevant meetings and ensure that recommendations are addressed.

Managing relationships, partnerships, policy, and advocacy efforts:
-Supervise and monitor the work of the project team; Allocate work to staff and control the quality of output, and evaluate the work performed by the staff of the unit; Provide new staff with guidance and training as necessary.
-Provide policy and strategic advice relating to CLM and the project team to strengthen and scale up the partnership with the key CLM counterparts, and foster/enhance collaboration with other relevant Government bodies by building synergies and complementarities with Government counterparts and national partners.
-Mobilize, foster and strengthen strategic partnerships with private sector, private foundations and other relevant multilateral and bilateral organizations to advance and support the projects' objectives.
-Establishes strong ties to and with national programmes, and relevant sectoral strategies, priorities, and plans.
-Lead the analytical and policy development work of the project team.

Coordinating monitoring and evaluation activities of the projects/initiatives under his/her portfolio:
-Ensure close financial and procurement oversight and monitoring of all activities of the project.
-Set direction for monitoring and evaluation priorities in accordance with UNAIDS rules and regulations.
-Guide development of overall monitoring and evaluation systems for the project and put mechanisms in place for proper and timely reporting.
-Lead quarterly review meetings and annual projects reviews by monitoring the progress of project implementation, assessing results, and identifying areas of weaknesses to ensure the projects achieve the planned results in accordance with relevant plans.
-Monitor and manage any strategic risks/issues facing the project; submit new risks/issues to the Board for consideration and decision on possible actions if required; update the status of these risks/issues by maintaining the Project Risks/Issues Log.
-Evaluate all key project deliverables, as well as final product to ensure traceability of requirements, high quality and client acceptance.

Facilitating knowledge management and sharing:

- Ensure regular assessment of strategic, implementation, action plans identifying areas of emphasis to guide project improvements and future.
-Use sound judgment in all project communication and ensure that project communication meets needs of different audiences (government, CSOs and donors).
-Manage stakeholder expectations and participate in communication activities to inform stakeholders of progress and issues.
-Establish and maintain a friendly internal communication system to ensure smooth communication among and between the projects partners.
-Lead the process of knowledge creation and dissemination related to national, regional, and global know-how in the areas CLM
-Contribute to the development and maintenance of the programme knowledge networks and practices and development of knowledge products; and
-When required, represent the project with donors, government and national and international forums relating to CLM.

Perform other related duties as assigned.

REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree at MasterĀ“s level or equivalent in Public Health, Medicine, Economics, Social or Political Sciences or another relevant field related to the responsibilities. A relevant first university degree and 4 years of relevant professional experience will be considered as equivalent for internal candidates only.

Desirable:
Further studies in Public Administration, Business Administration, Management or a related field.

Experience:
Essential:
A minimum of 2 years of experience in policy, planning, managing and implementing community programmes in public health and HIV, and/or economic, corporate and sustainable development, or closely related areas, at national level. Experience managing Donor assistance projects of a similar size and scope
and experience managing multi-sectoral projects.

Desirable:
Proactive leadership with excellent communication skills and ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and communities. Prior experience managing Donor assistance projects of a similar size and scope and experience managing multi-sectoral projects.
Languages:
Essential: Advanced level of English and of the official language in Zimbabwe.

Desirable: Knowledge of UN official languages..
