MANDATE OF THE DEPARTMENT:
To lead the AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce, located in the right place at the right time. The People Management Department ensures that human resources are aligned with organizational strategy and priorities. The work of the department is based on effective policies and services for organizational development, and performance. The Staff Development and Performance team builds organizational and staff capacity by developing learning initiatives, strengthening the performance management culture and providing career support.
Main tasks and Responsibilities of the Position:
Under the general supervision of the Chief, Staff Development and Performance, the incumbent is responsible for the following:

1. Ensure ongoing configuration and administration of the UNAIDS Performance and Learning Management system (PALM), in partnership with IT, HR Operations and other key functional stakeholders.
2. Maintain the performance management platform by continuously scoping organizational requirements, configuring, testing and implementing for super users and staff at large.
3. Identify and monitor potential risks or issues affecting the platform, scope opportunities to continuously align the platform to the performance management policy, best practices, and individual performance requirements.
4. Provide input to revise the UNAIDS Performance Management Policy, as and when needed, based on new organizational requirements.
5. Build and maintain a close working relationship with, the external system provider, including the Client Success Manager and other technical contacts, to optimize user experience by introducing new features in the system.
6. Stay abreast of the quarterly system upgrades, keep key stakeholders updated on any changes to the system, implement relevant testing, and ensure the optimal and successful use of the system across all modules.
7. Manage the day-to-day functioning and maintenance of the performance platform, including ongoing configuration and the design and implementation of performance cycles for diverse staff groups.
8. Liaise with managers and staff to ensure compliance with performance management requirements and maintain high-quality standards in the implementation of review phases.
9. Liaise and coordinate with relevant HR and IT colleagues to continuously monitor data feed and changes in staff positions and contracts.
10. Produce and analyze detailed performance management reports for Directors.
11. Provide ongoing guidance and advice to staff and managers on performance management, including individualized guidance where needed.
12. Develop innovative approaches to communicate and advocate good performance management practices to foster and strengthen the overall performance management culture.
13. Develop training packages and programmes to build staff capacity to manage self and team performance.
14. Contribute to broader staff development projects across the areas of learning, wellbeing, and career support.
15. Provide support and partner with the PALM learning focal points to ensure smooth administration of the learning platform.
16. Perform other related duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree, at Master's level or equivalent, in human resources management, public or business administration, social sciences, or related field. For internal candidates, a first university degree and 7 years of professional experience will be considered equivalent.

Desirable: Professional development certification in subjects linked to talent management, learning and development, coaching, facilitation, or other related areas.

Experience:
Essential: Minimum of five years working in the field of human resources management, including experience with performance management. Experience working with an integrated talent management system such as CornerstoneOnDemand. Experience working in international organizations.

Desirable: Work experience in the UN system; work experience in the field of HIV.
Languages:
Essential: Advanced level of English with a working knowledge of French or Spanish.

Desirable: Working knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 62,692 at single rate
Post Adjustment: 16.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
