MANDATE OF THE DEPARTMENT:
To lead the AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce, located in the right place at the right time. The People Management Department ensures that human resources are alighted with organizational strategy and priorities. The work of the department is based on effective policies and services for organizational development, and performance. The Staff Development and Performance team builds organizational and staff capacity by developing learning initiatives, strengthening the performance management culture and providing career support.
Main tasks and Responsibilities of the Position:
Under the general supervision of the Chief, Staff Development and Performance, the incumbent provides secretarial and administrative support, working closely with other team members.

1. Respond and manage incoming calls, emails, and correspondence relating to Staff Development and Performance Management to ensure responses are sent and solutions are implemented in a timely and effective manner. Redirect mail to team members as appropriate.
2. Initiate and draft substantive correspondence that may require independent background research. Edit and proofread general correspondence before signatures by the responsible officers.
3. Provide substantive information to supervisor to allow for accurate Workplan funding and planning. Monitor and bring to attention workplan funding issues.
4. Assist in defining needs, searching for suppliers, initiating, and maintaining supplier contracts. Prepare or oversee the preparation of, and manage contracts, LTAs and any other agreements ensuring conformity with UNAIDS administrative requirements, including thorough tracking of deliverables and payments.
5. Manage the planning of meetings and training sessions organized by SDP. Draw up agendas and supporting documentation; prepare notes for the record and action plans; follow up on assigned action items and deadlines.
6. Maintain the filing system; coordinate travel plans of team members.
7. Monitor compliance and report on mandatory training for staff and non-staff. Track and report on requests for on the job and career related training. Maintain database to generate annual reports on external training undertaken by staff members.
8. Provide support for the UNAIDS Internship and Fellowship programme in implementing and managing contracts, liaising with managers to finalize Intern TORs in close collaboration with focal point, liaising with WHO for Intern health insurance coverage, and PFA for payment of stipend. Manage online vacancies and screening of applicants. Track and implement contract extensions and ensure managers comply with the UNAIDS Internship Policy guidelines. Support training on internship guidelines.
9. Support coordinating the rollout of training programmes for the new Business Management System, in close collaboration with team members, WHO and UNAIDS focal points. Follow up and report on participant compliance.
10. Perform other related duties as assigned, including replacing and backstopping for others as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary school education or its equivalent.

Desirable: Post-secondary or certification in an area related to HRM or Organizational behaviors, procurement, or a related discipline.

Experience:
Essential: A minimum of 5 years experience in WHO administrative support functions and contract management experience with Enterprise Resource Planning System.

Desirable: Relevant international organizations' experience, preferably including the United Nations system.
Some experience in managing digital learning content and platforms.
Languages:
Essential: Proficiency in English.

Desirable: Knowledge of another UN official language.
Additional Information:
These General Service positions are considered locally recruited and therefore they do not bear any of the entitlements associated with international appointments.

If selected, staff members will have to move and live in Bonn or the immediate surroundings at their own expense.

Teleworking from outside of the duty station is not an entitlement and may only be possible for a maximum of 30 calendar days.

The Executive Director has decided that UNAIDS General Service staff members will receive a one-time ex gratia lumpsum payment of US$20,000 to contribute to travel to Bonn and installation costs, provided they remain at the duty station for a minimum of two years.

No other additional payments will be made, e.g., on departure.

Annual salary: (Net of tax)
EUR 42,700 at single rate
