MANDATE OF THE DEPARTMENT:
The LAC Regional Support team (RST) provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the LAC RST promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
The Global Science, Systems and Services Practice, has as its goal the promotion, and acceleration of sustainable transformative actions and equitable, innovative programmatic solutions, strategies, and policies for meeting the targets of the Global AIDS Strategy, especially in supporting delivery of Strategic Priority 1 (maximize equitable and equal access to HIV services and solutions) and Strategic Priority 3 (fully resource and sustain efficient HIV responses and integrate them into systems for health, social protection, humanitarian settings and pandemic responses) and relevant cross-cutting areas of the new Global AIDS Strategy.
Main tasks and Responsibilities of the Position:
Under the guidance of the Regional Advisor, Science, Systems and Services, the Programme Officer will strengthen and quality assure regional initiatives related to the development and humanitarian response needed in the region with a special focus on the refugees and migrant's crisis of Venezuela and North of Central America, with emphasis on programs, projects and activities related to the HIV / AIDS response, combining an emergency response vision with a development structural approach.

In particular, the incumbent will:

Substantive humanitarian support
- Provide assistance on humanitarian and development strategies, planning, and priorities on refugees and migrants living with HIV in the region.
- Propose actions within the framework of the work plans of the R4V Working Groups
- Draft and prepare technical papers and reports highlighting relevant operational factors affecting the humanitarian situation and response efforts, for the attention of refugees and migrants living with HIV in the region.
- Analyze evolving situations to determine their implications for humanitarian programs.
- Provide analytical inputs and advice on potential gaps in meeting the relief needs of the refugees or migrants living with HIV or affected by HIV
- Assist in consultation with national authorities involved in the Quito Process or other government owned initiatives on the implementation of health action or programs for refugees or migrants living with HIV.
- Support Venezuela Country Office in developing activities related to HIV in the Master Plan for the strengthening of the response to HIV, tuberculosis, and malaria in the Bolivarian Republic of Venezuela from public health perspective.
- Support Programa de Desarrollo Integral - PDI implementation in the North of Central America, guaranteeing the inclusion of PLHIV, at risk or affected by HIV.
- Support the RST UNAIDS Office in developing and or implementing activities related to refugees or migrants living with HIV.
- Support the development of comprehensive multi-year and multi-partner protection and solutions plans/strategies for people living with HIV and - where applicable - facilitate the inclusion of key populations into regional, national and local development planning and programming instruments and thus enhancing resilience.

Research, drafting and content development
- Ensure appropriate monitoring and reporting mechanisms, provide information and advice on humanitarian issues and response efforts about: people living with HIV/AIDS in emergencies, situation of refugees and migrants living with HIV in the region.
- Support the collection of information about refugees and migrants living with HIV from UN agencies, NGOs, civil society, Governments, and other actors in the field, to improve data analysis and coordination activities.
- Consolidate inter-agency suggestions and recommendations for humanitarian programme interventions in health action or programs for refugees or migrants living with HIV or key populations.

Collaboration and participation in the management of working groups, meetings, high-level events
- Work closely with R4V platform and their Working Groups to ensure that the response appropriately considers refugees and migrants living with HIV in the region.
- Ensure effective inter-agency coordination in the Working Groups in the Regional Interagency Platform, about the issue's relatives to HIV and KP
- Organize and participate in humanitarian briefings, conferences, consultations with other agencies and partners on humanitarian issues, emergency relief-related matters, and response efforts for the attention of refugees and migrants living with HIV in the region.
- Identifying appropriate and timely support to key institutions in Government and civil society that are working with refugees or migrants living with HIV.
- Establish and maintain contacts with government officials, UN agencies, non- governmental organizations, diplomatic missions, donors, etc; to facilitate collaboration and exchange of information, financial opportunities, and other frameworks to cooperation targeting refugees and migrants living with HIV in the region.

Performs other related duties as assigned, including replacing and/or backstopping for others.
REQUIRED QUALIFICATIONS
Education:
Essential:
- Advanced degree in International Cooperation, Human Development, Project Management, Humanitarian Emergencies, Health or another related field.

Desirable:
- Post-graduate degree in one of the above or a master's degree in a complementing field.

Experience:
Essential:
- Minimum 2 years of experience in HIV/AIDS in emergencies and in the development context and program and/or technical assistance with the UN System and international cooperation.

Desirable:
- Working with the UN System is an asset.
- Experience in working with NGOs, the private sector, and HIV civil society in LAC.
- Knowledge of the crisis in Venezuela and the crisis in North Central America.
Languages:
Essential:
- Fluency in Spanish and English.

Desirable:
- Knowledge of another UN official language
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
49,254 US Dollars at single rate
Post Adjustment: 42.4 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
