MANDATE OF THE DEPARTMENT:
The Equitable Financing Practice delivers on the UNAIDS Secretariat's goals to identify and promote strategies to increase and expand the options for the equitable and sustainable financing of the HIV response, its integration in health systems, and as a building block of pandemic preparedness.

It does so by systematizing knowledge, developing policy, supporting advocacy efforts, and building in-house and collaborative capacities for:

- HIV resource allocation, efficiency, equity, transition planning, community response and user fees.
- New and additional sources of domestic revenue and international finance, including taxes, debt and innovative sources of external public, blended and private finance.
- Access to medicines, fair pricing, generic and local production capacity.

The team also tracks and forecasts HIV financing resources and provides a range of analytical products that help understand and inform actions to reduce inequalities, including gender, health, key populations, wealth and income inequalities, and integrate HIV financing within the wider international health financing context and system.

The challenging economic and financial context makes the work on HIV, health and pandemics financing more urgent to ensure UNAIDS is able to serve key populations and PLHIV, as well as specifically women and girls in the 2022-2025 period.

The EF team will develop and support, together with regions and countries, advocacy strategies at all levels to expand financing and strengthen its efficiency. Key partners include: co-sponsors, governments, international organizations and civil society actors.
Main tasks and Responsibilities of the Position:
Under the guidance of the Director, Equitable Financing, and in close collaboration with other members of the team and a wide range of partners within and outside of the UNAIDS Secretariat, the Advisor, health systems and pandemic preparedness financing serves as the technical and knowledge lead in the development of policy proposals and supporting advocacy efforts to enable financing for HIV, health systems and pandemics.

He /she has the following key responsibilities:

1) Thought leadership and policy development in the knowledge area of health systems and pandemics preparedness financing.

- Is UNAIDS leading and most expert voice in the health systems and pandemics preparedness financing area.
- Designs, manages and conducts plans on his / her area of knowledge through evidence-based, high-quality analytical research and policy work, integrating when / as needed modelling and simulations.
- Develops and permanently updates UNAIDS health systems and pandemics preparedness financing policy compendium, including integration of HIV actions and strategies into broader health systems and strategies (UHC), increasing responsiveness of health system and pandemic financing to the needs of people living with HIV and key populations, more equitable financing mechanisms. preparation for transition away from financing mechanisms, and financing options to tackle HIV, COVID and preparedness for other pandemics.
- Research and policy products on health systems and pandemics preparedness financing related topics will serve for the purpose of linking it with the achievement of global long-term HIV-related outcomes.
- Participation in health systems and pandemics preparedness financing hubs as well as research and policy groups with co-sponsors and other institutions.

2) Capacity building and expert support provision

- Builds capacities, both internally within the UNAIDS Secretariat and externally (e.g. ministries of health and finance and civil society partners), on the area of health systems and pandemics preparedness financing, focused on advocacy and research.
- Coordinates the preparation of reports, case studies and other products, and disseminate good macro and fiscal practices globally, regionally and at country level.
- Leads and supervises the organization of meetings, seminars, etc. on thematic related issues. Manages the substantive preparation, organization and implementation of such meetings or events.

3) Advocacy and representation

- Supports efforts to expand the amount of, and equitable, effective use of, pandemic and health system financing.
- Represents the Practice at international, regional or country level meetings, including as a spokesperson and thought leader on his / her area of knowledge and expertise.
- Provides direct expert support to regional and country teams, including direct participation in key advocacy meetings or dialogues with authorities as required with the purpose of influencing, in support to country / regional EF strategies.
- Contributes to Theory of change design and implementation efforts, power mapping and advocacy strategies at global to local levels.
- Supports the Equitable Financing Director in providing the highest quality arguments and positions for the Executive Office of UNAIDS, as well as the PAK and PRG Heads, in the related field of expertise.
- Holds substantive and operational discussions with representatives of other international financial institutions, and takes action to promote alliances and projects, through existing groupings or networks.

4) Fundraising efforts and project management.

- Takes initiative to undertake fundraising efforts for his / her area of expertise to expand the portfolio and working ambitions through geographies and in growing partnerships.
- Manages projects financed through the TSM or other mechanisms, and has supervisory capacity over those projects related to his / her area of expertise.

Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at MasterĀ“s level or equivalent in Economic Research, Economics, Health Economics, Public Health financing, or other fields related to health systems and pandemics financing. Preferred Economics as a basic Bachelor.

Desirable: Master or PhD degree in Health Economics, or equivalent HIV and health financing research and / or project management experience.

Experience:
A minimum of 7 years of experience in health financing, especially in UHC, integration of diseases into health systems and pandemics preparedness, with an inequality lens. Demonstrated experience at the international level, which should include relevant experience in countries from the Global South.

Desirable: Track record in the design and use of modelling tools for universal healthcare systems and pandemics preparedness. Knowledge and sound understanding of the United Nations Joint Programming on HIV.
Languages:
Essential: Proficiency in English.

Desirable: Knowledge of additional UN official languages.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 75,602 at single rate
Post Adjustment: 31.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
