MANDATE OF THE DEPARTMENT:
The Regional Office provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Regional Office promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
Main tasks and Responsibilities of the Position:
Under the guidance and direct supervision of the Human Resources Business Partner, the Associate, Human Resources, proactively provides technical and transactional assistance and support in all areas of Human Resources Management such as : administration of staff and their entitlements, workforce planning, staff development and performance management, selection and recruitment processes, reassignment, job design, the preparation of reports and statistics and the briefing of staff on Human Resources procedures and policies.

He / she has the following key responsibilities:

1) Administration of contracts and entitlements/benefits
- Administer and brief managers and staff on issues related to contract administration and HR rules and procedures linked to entitlements, appointments, reassignment, and separations including induction and separation briefings.
- Conduct research on precedents, policy rulings and procedures, as well as provide advice on the interpretation and application of the policies, regulation, and staff rules.
- Liaise closely with the WHO Global Service Centre (GSC) on HR transactional matters and payroll.
- Ensure timely submission, monitoring, and validation of Human Resources actions through the Enterprise Resource Planning (ERP) System and monitor the implementation by WHO/GSC. Approval of HR actions in ERP under the guidance of HRBP.
- Maintain and update relevant documents and records in the centrally organized archiving system.

2) Staff Selection
- Support the selection and recruitment process from creation and classification of positions in ERP, drafting vacancy notices, screening questions, organizing the logistics of interviews, and keeping panel members and candidates abreast of developments in the process.
- Ensure actions necessary for post creation, classification, maintenance of vacancy list and logs.
- Conduct induction briefings of new staff and staff on reassignments

3) Workforce planning
- Assist Regional Support Teams (RST), and Country Offices on workforce planning initiatives linked to monitoring position establishment reviews and providing reports accordingly.
- Monitor a staffing table and keep managers and HRBP updated on foreseeable staffing gap.

4) Staff development and performance management
- Monitor the learning and development plan and executions by RST and Country Offices according to the workplan.
- Ensure the performance management actions and records are up-to-date and follow up with managers for compliance.

5) Reporting
Manage a range of reports and statistic, including mobility, the e-recruitment system, staffing and position tables, while making effective use of ERP and other systems and ensuring tracking tools are consolidated, consistent and up to date.
Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Post-secondary paraprofessional training or certification in the area related to Human Resources.
Desirable: First university degree in Human Resources, Management, Social Sciences and/or in the relevant field;

Experience:
Essential: A minimum of six years of progressively responsible professional experience in operational Human Resources functions, including recruitment, benefits and entitlements, and contract administration. In-depth knowledge of Human Resources processes of United Nations and/or international organizations with administrative systems of comparable complexity.
Desirable: Knowledge of and experience with UNAIDS or WHO Human Resources policies.
Languages:
Essential: Fluency in French and and working knowledge of English.
Desirable: Knowledge of additional UN official languages.
