MANDATE OF THE DEPARTMENT:
Influence and Partnerships is one of five units in the Policy, Advocacy, and Knowledge Branch (PAK). It is home to UNAIDS' communications, partnerships, and strategic political work-mobilizing a spectrum of tools and relationships to support building an environment enabling the ultimate goal of ending AIDS as a public health threat by 2030. It ensures effectiveness, impact and consistency in the organization-wide advocacy effort with a specific attention on addressing inequalities that drive pandemics and make some people, in some places, particularly susceptible to them. The Influencing and Partnerships team, responsible for building organization-wide initiatives and platforms to advance the UNAIDS' policy and political agenda works in close coordination with the communications team, responsible for external-facing communicating across all of UNAIDS's media platforms and networked to regional offices in all six UNAIDS regions.

Main tasks and Responsibilities of the Position:
Reporting to the Deputy Executive Director of PAK, Head of Influencing and Partnerships provides technical leadership in the area of advocacy and coalition-building and manages the Influencing and Partnerships team to achieve the strategic goals of the Joint Programme.
He / she has the following key responsibilities:
1. Influencing strategy and partnership-building
Builds a worldwide influencing strategy aimed at shaping public and political opinion to support the end of AIDS, positioning UNAIDS as a key leader in the global health, HIV, and pandemics. Develops and steers the implementation of organization-wide advocacy strategies, systematizing the organization-wide efforts and building partnership most strategic to advance these strategies. Manages the building and mobilization of strategic partnerships, coalitions, and relationships with influential individuals for UNAIDS, including for faith-based groups, mayors, parliamentarians, UNAIDS good will ambassadors and others. Provides leadership, exercises oversight and maintains coherence in UNAIDS influencing activities in close collaboration with UNAIDS' worldwide practices and executive leadership. Prepares policy papers and coordinates input to key organizational documents as they relate to developing and strengthening of partnerships with key stakeholders. Ensures the sound coordination, implementation, monitoring, evaluation and reporting of advocacy strategies to leverage resources as per the targets set and towards increasing the UNAIDS visibility and influence.
2. Advocacy campaigning
Provides expertise and technical leadership in strategy-building for key advocacy initiatives across the Joint Programme, and to regional and country offices. Guides, coordinates and supports, as required, advocacy campaigns or activities, including researching, targeting, developing, funding, implementing and analyzing campaigns. Coordinates with worldwide practices, supporting technical leadership in both the PAK and PRG branches to build successful influencing efforts. Systematizes efforts and builds capacity of staff across the Secretariat on various advocacy aspects, which includes the provision of training. Evaluates impact of advocacy campaigns, draws conclusions and incorporates lessons learned into subsequent campaigns.
3. Management and Leadership
Provides leadership, guides and supports staff. Nurtures an equal, safe and empowering work environment and team culture. Ensures compliance with all corporate Human Resources processes and frameworks. Provides overall direction for its effective functioning and contributions to all corporate-wide processes such as development of the strategic plan, people, resource, time and financial management and performance monitoring. Engages senior leaders across the United Nations, including UNAIDS co-sponsors and regional leaders, to build collaborative strategies and global initiatives. Ensures the effective management and coordination of the influencing and partnerships team, which includes advising, guiding, motivating and developing staff. Provides leadership, guides and supports staff. Nurtures an equal, safe and empowering work environment and team culture. Ensures compliance with all corporate Human Resources processes and frameworks. Mobilizes external resources to support the work of the team and the UNAIDS joint programme. Provides quality assurance to and coordinates the substantive work of the team. Carries out monitoring of the effective performance and use of resources.
Performs other related functions as required and agreed by the Deputy Executive Director, PAK.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree at Masters' level in international relations, political science, public policy, management, communications, public health or another area related to the duties and responsibilities. A relevant first university degree and seventeen (17) years of relevant professional experience will be considered as equivalent for internal candidates. |

Experience:
Essential: At least 15 years of experience at the international level in the area of advocacy, campaigning, and coalition-building, including beyond the United Nations, with an established reputation and record of success. Experience overseeing international influencing and advocacy efforts that resulted in changing policies and terms of debate. Managerial experience commensurate with the key responsibilities described.
Desirable: Experience working on advocacy for public health and/or HIV issues. It is noted that UNAIDS highly values candidates who have lived experience or have experience in working with and supporting networks of people living with HIV/AIDS and key populations, and this kind of experience is considered highly desirable. |
Languages:
Essential: Proficiency in English.
Desirable: Knowledge of additional UN official languages.

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The abovementioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
In addition to the salary, the post adjustment for Geneva applies.
