MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support the country towards ending AIDS as a public health threat as part of the Sustainable Development Goals (SDGs) with a Fast-Track approach to rapidly scale up HIV services focused on populations and locations most affected by the epidemic. Promote effective use of strategic information to better understand and track the epidemic as well as trends, and to measure and document progress and the sustainable impact of the response. Promote, support and provide guidance to national partners and the UN system in integrating HIV and AIDS into wider UHC and country development challenges while reaching global AIDS targets to end AIDS as a public health threat by 2030 and leave no one behind.
Under the new Cooperative Agreement between CDC and UNAIDS (CDC/UNAIDS Co-Ag) for five years starting October 2021, it is aimed to build capacity of country to achieve HIV epidemic control and to support sustainability of country HIV responses in key areas of Strategic Information, Key Populations and Community Engagement. Strategic Information team contribute to building capacity on national HIV estimates, improving effective and sustainable Health Information Systems, supporting Fast-Track strategies to reach key populations and supporting community-led monitoring led by Community System Strengthening Team.

Main tasks and Responsibilities of the Position:
Under the overall guidance and support of UNAIDS Country Director (UCD), the incumbent is critical in the implementation of key activities and deliverables funded by extra-budgetary funding from CDC within the UCO's overall Strategic Information strategy.
Under the overall management of the UCD and the direct management of Strategic Information Adviser, the incumbent will develop, strengthen, and maintain a health information system for the national HIV response. The incumbent will support HIV stakeholders in producing quality and timely data products and strategic information on the national epidemic and response to inform HIV policies, strategies and programmes. The strategic information should also support donor grant development and HIV response reporting. Specifically, the main tasks of the position include:
- Provide technical support in managing the HIV information system, including content, structure, file location and backup system.
- Support the M&E review process on data management information in national HIV response as relevant.
- Develop tools to harmonize data collection and processes across HIV stakeholders in the country to facilitate consolidation of information.
- Provide capacity building in generating and management of HIV related data and health information at national and sub-national level.
- Liaise with developer and HIV stakeholders to support the development of the system, applications and related functions and maintenance of data updates based on the established reporting schedule.
- Collect and collate data from various sources (nationally and internationally) such as published reports, articles, surveys, assessments, websites and partners' M&E focal points. The data on the HIV epidemic and response will be validated, analyzed, triangulated and synthesized into strategic information for HIV stakeholders, including civil society.
- Develop data products such as country data spreadsheets, infographics, powerpoint slides, maps and national or thematic reviews, using national and sub national data, disaggregated by gender, age and key populations for the epidemic in Myanmar to support geographic prioritization of interventions. Data products will be shared on UNAIDS country office website, using other communication channels as opportune.
- Respond to specific information requests from HIV stakeholders to ensure dissemination of information and knowledge sharing to relevant stakeholders.
- Keep a reference library which will contribute to the national HIV research inventory. This library will include literature on service delivery models to support HIV prevention, testing and treatment.
- Draft semi-annual report to CDC and UNAIDS HQ under the supervision of SIA.
- Perform other duties as assigned.

Education:
Essential: Advanced university degree or equivalent in social sciences, development studies or public health (or a related field). For internal candidates, first university degree and 4 years of professional experience will be considered as equivalent.
Desirable: Specialization in one of those above fields.

Experience:
Essential: Minimum two years of professional experience working in Myanmar in the area of research, data and/or information management and analysis
Proven advanced knowledge of Excel and Access. Knowledge of Health Information System, mapping software and other statistical packages desirable. S/he should also be familiar with HIV epidemic and national response in Myanmar.
Proven analytical thinking, drafting, and presentation and facilitation skills.
Desirable: Experience in the UN system, experience with people living with HIV. |
Languages:
Essential: Advanced level of written and spoken English. Fluent in Burmese.
Desirable: Knowledge of another UN official language.
