MANDATE OF THE DEPARTMENT:
The External Relations Department mobilizes resources for the Joint Programme which includes core funding, non-core (extra-budgetary funding) and grants oversight, and also leads the engagement with private sector. The Department further builds, maintains and nurtures strategic relationship with a variety of international and bilateral institutions and member states, the UNAIDS Programme Coordinating Board (PCB) and its members, the Economic and Social Council (ECOSOC) and others, inter alia ensuring that UNAIDS governance remains inclusive and fair, with equal access to  engagement in processes, committees and decision making. 
Main tasks and Responsibilities of the Position:
UNAIDS receives Extra budgetary funds (non-core funds) from the US government under a multi-year grant agreement with USAID as well as from other government and non-governmental donors. Under the supervision of the Senior Advisor, Donor Relations, the incumbent will be responsible for undertaking key activities relating to donor relations and grant management
1. The incumbent will perform the full range of advisory, coordination, monitoring, quality assurance, reporting and evaluative functions relating to the administration and management of the USAID Grant Agreement with UNAIDS, and other donor and non-governmental grants including:
a. Act as focal point for USAID funding
- Closely coordinate and collaborate with relevant departments and offices to ensure a coherent and proactive approach towards USAID. Maintain an excellent working relationship with USAID counterparts, including regular communication on implementation progress, facilitation and organization of meetings and regular joint site visits;
- Based on technical knowledge, interaction with partners, analysis, assessment reports, performance statistics, and other available data, make recommendations regarding and future programming of activities;
- Advise award managers and other relevant departments and offices on USAID funding procedures, requirements, priorities, processes and timelines;
- Contribute towards the development of capacity development sessions for UNAIDS staff on USAID procedures and reporting;
- Establish, maintain and update an intranet page with a repository of forms, templates, provisions and other relevant information for award managers.

b. Act as award administrator for awards under the USAID Grant Agreement and other non-core funding

- Facilitate the development, review, clearance and submission of Scopes of Work (SOW) in line with USAID provisions and UNAIDS priorities, rules and regulations and the preparation of grant modifications;
- Advise award managers and implementing offices on the engagement with implementing partners and sub-recipients in line with QCC and standard provision requirements;
- Monitor and track awards to ensure compliance with standard provisions, timely implementation, assess progress towards achieving results, identify and flag delays, gaps and problems and advise on corrective actions;
- Request, review, consolidate, facilitate clearance and timely submission of quality reports in line with requirements;
- Undertake regular site visits to selected implementation sites and conduct oversight meetings with implementing partners;
- Organize sharing and feedback sessions award managers and other relevant offices to review achievements, progress toward outcomes, bottlenecks and identify possible solutions;
- Prepare briefs and communication on key developments related to progress, trends, and implementation of the overall multi-year grant agreement;
- Undertake administration of all grants including participation in initiating the creation, recording and amendment of award review, consolidate and submit requests for re-programming, extensions and other amendments; complete the closure of the award in consultation with EDR and PFA.

2. Maintaining and strengthening relations with donor countries and identifying strategic opportunities for developing relations with new donors to UNAIDS
a. Analyzing major donor Official Development Assistance trends, HIV and public health priorities and programming as input for the ongoing development of donor analyses and strategies by EDR;
b. Providing information on donor priorities and interest to inform UNAIDS teams on opportunities for resource mobilization;
c. Support UNAIDS preparation and input to donor multi-lateral reviews;
d. Provide support to the Senior Advisor and Department Director, including overseeing the coordination and monitoring of reporting on donor contributions to the programme.

3. Manage a portfolio of donors to be determined under the guidance of the Senior Advisor, EDR
a. Develop and implement strategies for engagement with key partners including government, parliamentarians, civil society and other influencers to ensure continued funding to the UBRAF;
b. Identify key issues for the donors in global health and development and identify opportunities/synergies for scaling up partnerships;
c. Provide briefings, intelligence to the Executive Director and senior management on issues pertaining to the countries in the portfolio and keep the donor countries apprised of developments in UNAIDS and the global AIDS response;
d. Meeting regularly with Geneva-based missions to obtain strategic donor information on funding and priorities; and contacting capital level representatives to obtain and share information as required to support funding to the UBRAF;
e. Organizing meetings for the UNAIDS Executive Director, Director EDR and Senior Management with donor country representatives and stakeholders where necessary;
f. Development of concept papers, proposals and agreements for submission to external funders and assist in the negotiations with relevant government ministries and agencies.

4. Other duties
Perform any other duties assigned by the Senior Adviser and Director EDR
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in international relations, social and/or political science, public administration/management, or comparable academic preparation. A relevant first university degree and 7 years of relevant work experience will be considered as equivalent for internal candidates only.

Experience:
Essential: At least five years of experience working in the area of project management, project monitoring and analysis, proposal writing, fundraising and resource mobilization for a NGO/UN body/bilateral or multilateral development organization. Some experience working with US Government donors.
Languages:
Essential: Advanced level of English.
Desirable: Working knowledge of any other UN language an asset.
Annual salary: (Net of tax)
USD 62692 at single rate
