MANDATE OF THE DEPARTMENT:
The External and Donor Relations Department leads efforts to mobilise resources for the Joint Programme and advocates for and builds strategic partnerships with governments, intergovernmental and regional bodies, parliamentarians and other policy makers, academic institutions and experts, corporations, philanthropies, foundations and other donors, including individual donors, to support the overall AIDS response and the specific goals of UNAIDS.

The department is responsible for managing key partnerships with funding mechanisms including the World Bank, UNITAID and regional Banks. It supports collaboration with partners such as Global Fund, PEPFAR, BRICS, the AU and Cosponsors and leads the work of the Organization in engaging external partners towards sustainable responses to AIDS and global health in the SDG era.
Main tasks and Responsibilities of the Position:
Under the supervision of the Senior Adviser, Donor Relations, the incumbent will be responsible for:

1. Undertaking key activities relating to donor relations:
-Maintaining and strengthening relations with major donor countries and identifying strategic opportunities for developing relations with new donors to UNAIDS;
-Analyzing major donor Official Development Assistance (ODA) tends including their HIV/AIDS priorities and programming as input for the ongoing development of donor analyses and strategies to the database maintained by EDR;
-Meeting regularly with Geneva-based missions to obtain strategic donor information on funding and emerging priorities; and contacting capital level representatives to obtain and share information as required to support core funding of UNAIDS;
-Coordinating UNAIDS preparation and input to donor multilateral reviews;
-Providing information on donor priorities and interests to inform UNAIDS teams on opportunities for resource mobilization;
-Advising on the contents of donor proposals and negotiations for funding on priorities approved by senior management;
-Coordinating and preparing briefing documents for the Executive Office and other outgoing missions by UNAIDS staff to donor capitals and incoming donor missions to UNAIDS;
-Developing innovative concept papers, promotion materials, proposals and agreements for submission to external funders and assist in the negotiations with relevant government ministries and agencies;
-Organizing meetings and key consultations with donors including the agenda, the coordination of participation of UNAIDS staff and key strategic briefings, logistical arrangements and drafting of meeting reports;
-Ensuring that follow up is undertaken on key meetings and in particular as it relates to formal bilateral annual consultations;
-Providing management support to the Chief including overseeing the coordination and monitoring of reporting on donor contributions to the programme.

2. Undertaking strategic activities relating to resource mobilization for the Unified Budget Results and Accountability Framework (UBRAF);
-Maintaining and constantly updating projection table for incoming resources.
-Assisting the department in updating the overall UBRAF resource mobilization strategy and providing advice on innovative initiatives for increasing financial support for the programme;
-Expanding UNAIDS' donor base including helping to develop collaborative relationships with non-traditional donor countries and non-ODA sources of funding;
-Maintaining contacts and good relations with Resource Mobilization Units of the cosponsoring organizations by helping to involve them in resource mobilization efforts for the UBRAF.

3. Developing and expanding resource base for UNAIDS funding:
-Developing strategies for expanding the funding base for UNAIDS including developing plans for fund raising from non-traditional donors and emerging economies;
-Providing strategic input on UNAIDS collaboration with potential donors.; Strengthening relationships with relevant missions in Geneva and in capitals;
-Providing briefings, intelligence to the Executive Director and senior management on issues pertaining to the potential donors;
-Providing support to missions to facilitate strong and meaningful participation in UNAIDS structures including the PCB;
Identifying opportunities to raise resources from new donors

4. Other Duties
-Represent UNAIDS at official meetings and conferences including preparing and delivering presentations on the work of the department for audiences within and outside of UNAIDS;
-Support the development of donor communications materials including an annual report, country donor briefs and web stories.
-Perform any other duties assigned by the Senior Adviser, Donor Relations and Department Director.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in social and/or political science, public administration/management economics or comparable academic preparation. A first university degree and 9 years of relevant professional experience will be considered as equivalent for internal candidates only.

Experience:
Essential: A minimum of 7 years' experience in global health and/or development issues including three years in management of donor relations and/or resource mobilization in a bilateral or multilateral development agency.
Languages:
Essential: Advanced level of English.

Desirable: Knowledge of another UN official language.
Additional Information:
In addition to the salary, the post adjustment for Geneva applies.

Annual salary: (Net of tax)
74,913 USD at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
