MANDATE OF THE DEPARTMENT:
The Strategic Information Department (SID) enhances the understanding of the epidemic and the effectiveness of the response, from the sub-national to the global level. The Department drives a global Strategic Information team with advisors at regional and country level. It tracks the status of the evolving HIV epidemic. It informs the setting of relevant targets, monitors progress in achieving them and evaluates the effectiveness of countries' responses. The Department develops evidence and tools to improve
decision-making, analyses trends and engages stakeholders at all levels to expand knowledge and maximize the use of resources, drawing on the best available data and methodologies. It designs and promotes innovative methods for analysis and knowledge sharing to guide practical, forward-looking programmatic decisions and improve results in communities and at the country level, regionally and internationally. The Department leads the harmonization and integration of measurement systems, tracks national and international resource flows, generates estimates on resource needs, and identifies areas for efficiency gains.

Main tasks and Responsibilities of the Position:
Under the overall guidance of the Director, Strategic Information and Evaluation Department, and reporting to the Team Lead of Epidemiology, the incumbent is assigned the following responsibilities:
Develop approaches for the efficient analysis, modelling and mapping of the burden, impact and dynamics of HIV infection in countries, including but not limited to the development of analytic modelling methods and encouraging the use of standardized modelling methodologies and tools;
Take a lead role in the design, critical review and implementation of strategies for the collection of epidemiological and monitoring data for dissemination to regions and countries, with particular attention to developing and conducting training activities, advising
national counterparts and promoting south-south cooperation.
Build capacities of UNAIDS', national and international strategic information staff in the use of epidemiological analytic modelling methods, and in setting up and managing efficient and relevant monitoring and surveillance systems, through the provision and
promotion of guidance documents, online training tools and face-to-face training.
Proactively promote cross-cutting activities and collaboration within the Programme Branch departments and throughout the Secretariat on issues related to epidemic and impact monitoring, statistical and mathematical modelling analysis, and reporting,
by providing authoritative advice and promoting best practices and recommending innovative strategies.
Lead the conduct of epidemiological analyses involving officials from national governments, academic researchers and public health officials, and ensure the dissemination of the results of these analyses in appropriate formats and fora.
Proactively participate in the reporting of global and country evidence and best practices, case studies and narratives for inclusion in UNAIDS, cosponsors' and other key partners' reports.
As delegated, represent SID and UNAIDS at meetings and conferences to ensure the dissemination of UNAIDS goals and achievements in the field of collection of epidemiological information, modelling and other analyses.
Provide support to the Team Lead and Department Director in the development of work plans and budgets; and the elaboration of project proposals and other documents, as needed.
Perform other related duties as assigned, including replacing and backstopping for others.

| REQUIRED QUALIFICATIONS |
Education:
Essential: Advanced university degree in epidemiology, demography or biostatistics with specialisation in mathematical modelling
of infectious diseases. A relevant first university degree and 12 years of relevant experience will be considered as equivalent for internal candidates.
Desirable: Studies or degree in mathematical modelling related to HIV epidemiology. |

Experience:
Essential: At least ten years' experience in HIV epidemiology, including five years on the development or application of mathematical models.
Desirable: Experience in developing and/or conducting epidemiological training activities. Experience in the UN System preferably related to HIV issues. |
Languages:
Essential: Advanced knowledge of English.
Desirable: Knowledge of another UN official language.

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The abovementioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
In addition to the salary, the post adjustment of the duty station applies.
