MANDATE OF THE DEPARTMENT:
Within the Management and Governance Branch, the Planning, Finance and Accountability Department is responsible for coordinating UNAIDS workplanning and resource allocation at all levels, monitoring the implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining
financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery.

The Planning, Finance and Accountability Department (PFA) works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021.

Within the department, the Financial Services and Risk Management division is responsible for the overall direction and coordination of UNAIDS financial and accounting operations and ensuring proper use of its financial resources in compliance with the applicable rules and regulations. The division follows internationally adopted principles and best practices in financial
management, including integrity and transparency, and provides effective and efficient support and services across the Programme.
Main tasks and Responsibilities of the Position:
Under the direct supervision of Director, Planning, Finance and Administration Department, the Team Leader, Finance is responsible for the following:
-Manage the preparation of the statutory and ad hoc corporate financial management and accounting reports; including the preparation and review of the interim and biennial reports and statements on financial matters for consideration and decision by the Programme Coordinating Board.

-Coordinate and manage the disbursement of UNAIDS funds in assigned programmatic areas to ensure conformity with the financial rules and regulations. Perform analysis of accounts with a view to proposing a solution for improvement of financial and analytical processes.

-Lead and ensure the timely reconciliation of the general ledger accounts and sub-ledger accounts on a regular basis verifying validity of charges and ensuring appropriate accounting and follow-up action is taken.

-Lead the development and ensure the effectiveness of systems, procedures and guidelines to manage and control the adequate recording of UNAIDS Secretariat income and expenditures at global, regional and country levels in order to adequately monitor transactions and facilitate reporting at headquarters level.

-Provide authoritative advice to UNAIDS Secretariat senior management on implications with introduction of International Public Service Accounting Standards (IPSAS) for budgetary and financial management.

-Ensure timely adherence to donor reporting requirements and schedules, reviewing and clearing reports on financial implementation and management of UNAIDS Secretariat non-core funds for internal management, funding partners and other interested parties, in liaison with relevant units on all aspects of pledges, contributions, interim or certified financial statements required for donor reports and for funding needs of activities.

-Develop and oversee the implementation of enhanced guidelines and procedures for the operationalization of fiscal policies and expenditure management throughout the Secretariat, with emphasis on fraud awareness and the development and maintenance of appropriate internal controls.

-Provide authoritative advice and assistance in the areas of policy interpretation, systems operations and resolution of problems related to financial and accounting policies, procedures and practices, including the smooth implementation of non-core activities, financial implications of proposals, agreements and actions.

-Perform all other related responsibilities as assigned, including replacing and backstopping for others.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master level or equivalent in Finance, Accounting, Business Administration and/or an internationally recognized accounting qualification such as CA or CPA is essential. For internal candidates only a first university degree and 12 years of professional experience will be considered as equivalent.

Experience:
Essential: Ten years of experience in a financial reporting and accounting environment, of which at least six at international level; knowledge of the United Nations environment with particular reference to common financial practices an asset. Extensive accounting and consolidation experience using ERP systems.
Languages:
Essential: Advanced knowledge of English.

Desirable: Good working knowledge of another UN official language
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The abovementioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

In addition to the salary, the post adjustment for Geneva applies.
