MANDATE OF THE DEPARTMENT:
The Fast-Track Implementation (FTI) Department leads and coordinates support to countries, including fragile countries, sub-national locations and cities to address gaps and programme implementation challenges to reach the 2020 Global AIDS targets. The department works with countries, partners and academia to: identify and seek specific solutions to bottlenecks that impede the delivery of impactful and inclusive prevention and treatment services; provides political leadership and technical support to make a "case" for focus, programme optimization, and accelerated service delivery; support resource mobilization (international and domestic); support the integration of innovative service delivery and the use of strategic information; and support sustainable financing. The UNAIDS Technical Support Mechanism (TSM), coordinated by the TSM team in the Fast Track Department, provides UNAIDS' technical support to countries and regions. More specifically, the TSM assists countries to accelerate the response implementation towards the Fast Track targets, and maximise investments in the AIDS response, including the Global Fund grants, with an emphasis on reaching key populations and those underserved by the HIV response.
In Western and Central Africa (WCA) a specific focus is placed on scaling-up, strengthening and supporting the sustainability of (i) key and vulnerable population networks; (ii) community-led responses; and (iii) community monitoring frameworks, through catalytic support to the recently established Civil Society Institute for Health in West and Central Africa and the leveraging of technical assistance through the TSM.
Main tasks and Responsibilities of the Position:
Under the supervision of the Coordinator, Fast-Track Implementation, the incumbent will contribute to the scaling-up and strengthening of community-led responses in WCA. The incumbent is assigned the following main responsibilities:

Contribute to technical support provision to the Civil Society Institute for Health in West and Central Africa and other key and vulnerable population organizations and networks in WCA:

Contribute to TSM standard operating procedures for the provision of technical assistance in support of community-led responses, drawing on lessons learned from other countries and regions;

Ensure the preparation and presentation of assignments in line with established procedures and guidance of the TSM; including contributing to the drafting of terms of reference and other submissions required to support requested for technical assistance;

Liaise with the Civil Society Institute for Health in West and Central Africa, support and monitor programme implementation, and ensure follow up of strategic changes;

Contributes to building partnerships with key and vulnerable population and other community organizations and networks at the regional and country levels;

Contribute to real-time knowledge sharing and problem-solving in relation to scaling-up and strengthening community-led programming in the HIV response in WCA;

Provide responses to requests for information and analysis and input to the periodic reporting on TSM assignments to scale-up and strengthen community organisations and networks, community-led responses;

Contribute to strategic learning through the identification of good practices from the region, and to the sharing and utilization of lessons learned in the areas cited above;

Performs other related duties as assigned, including replacing and backstopping for others as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in development, human rights, social sciences, public health, or similar field. A relevant first university degree and 7 years of relevant working experience will be considered as equivalent for internal candidates.

Desirable: Specialization relating to community development issues, policy making or technical assistance programming.

Experience:
Essential: At least 5 years of progressive working experience with community organisations, stakeholder engagement and technical assistance programmes, including some experience in the HIV response. Within this experience, at least 2 years of relevant professional experience in the WCA region.
Languages:
Essential: Advanced level of French and English.

Desirable: Working knowledge of Spanish and/or Portuguese.

Annual salary: (Net of tax)
US$ 60,962 at single rate
Post Adjustment: 40.2 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
