MANDATE OF THE DEPARTMENT:
The Gender Equality, Human Rights and Community Engagement Department leads and supports advocacy efforts to place gender equality, human rights and community engagement at the center of policy and programmatic efforts to scale up HIV testing, prevention, treatment, and care services. UNAIDS recognizes that these approaches are critical to reducing health disparities and truly "leaving no one behind" in our efforts to respond to the HIV epidemic. The department strategically engages and reignites the leadership of women, young people, people living with HIV (PLHIV), key populations, human rights defenders and other movements for social justice. It supports development of global and national policies and strategic interventions to address critical enablers to ensure that AIDS responses are grounded on human rights, gender equality, participation and inclusiveness and diversity, and leverages and supports work across SDGs 3, 5, 10, 16 and 17.
The Human Rights and Gender team will provide leadership, strategic information, coordination and programmatic guidance and technical support for human rights and gender and enabling legal and policy environments in the AIDS response. It ensures that global standards and commitments translate to human rights and gender equality actions and legal protection at country level. It also works to support stakeholders to respond effectively in rights' terms and to build alliances for human rights, gender equality, dignity and security within the Joint Programme and beyond.
Main tasks and Responsibilities of the Position:
Under the guidance of the Special Adviser for Gender and Human Rights, and in collaboration with other members of the team, division and department, the incumbent is assigned all or part of the following responsibilities:

Coordinate initiatives in support of human rights and gender equality, with attention to stigma and discrimination and the rights of people living with HIV, women and girls, young people, and key populations in support of the overall AIDS response and the specific goals of UNAIDS.

Closely collaborate with divisions and teams throughout the Secretariat, cosponsors, donors, governments and other internal and external partners to advocate for the implementation of HIV-related policies, programmes and strategies to advance human rights and gender equality goals; and develop tools to support the development and implementation of quality standards for rights based and gender transformative programmes.

Provide technical support to UNAIDS regional and country offices on rights-based and gender transformative programming, and the application of tools in the context of national HIV planning and programming, development of funding requests to the Global Fund and other international and bilateral donors; and the development and implementation of new activities and initiatives as per the team workplan.

Represent the Human Rights and Gender team (HRG) at the UNAIDS Global Fund working group, act as technical lead on human rights and gender in the Technical Support Mechanism and coordinate the work of human rights and gender expert consultants.

Support the implementation of the Global Partnership for Action to eliminate all forms of HIV related stigma and discrimination in close collaboration with the co conveners and the technical working groups

Establish and maintain productive and collaborative relationships with UNAIDS' cosponsors, the Global Fund and other donors, the Office of the High Commissioner for Human Rights, human rights groups, networks of people living with HIV and key populations with emphasis on human rights advocacy and programmatic perspectives.

As required, design and deliver presentations and trainings for UNAIDS staff and other partners; contribute to the preparation of briefings for senior management, develop assessment reports and/or participate in missions and official visits.

Proactively contribute and provide support to the department for the effective development and management of the budget and work plans, their review and analysis; including recommending improved monitoring procedures within the framework of the UBRAF, and guiding and supporting team members.

Perform other related duties as assigned, including replacing and backstopping for others.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in development, public health, human rights, gender, international relations, and/or public administration. A relevant first university degree and 9 years of relevant professional experience will be considered equivalent for internal candidates only.

Experience:
Essential: At least seven years working experience in human rights and/or gender programming as related to HIV programming, country-level programming or human rights/women's rights advocacy.

Desirable: Experience at country level or with UN System, UNAIDS, national or international institutions, with a sound understanding of their missions, mandates, and operations.
Languages:
Essential: Advanced knowledge of English,

Desirable: Working knowledge of French.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US$ 73,516 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
