MANDATE OF THE DEPARTMENT:
The Community Support, Social Justice and Inclusion Department leads and supports advocacy efforts to place human rights, gender equality and community engagement at the centre of policy and programmatic efforts to scale up HIV testing, prevention, treatment, and care services. The department strategically engages and reignites the leadership of young people, people living with HIV (PLHIV), women, key populations, human rights defenders and other movements for social justice. It supports development of global and national policies and strategic interventions to address critical enablers to ensure that AIDS responses are grounded on human rights, gender equality, participation and inclusiveness and diversity, and leverages and supports work across SDGs 3, 5, 10, 16 and 17.

The Human Rights and Gender team will provide leadership, strategic information, coordination and programmatic guidance and technical support for human rights and gender and enabling legal and policy environments in the AIDS response. It ensures that global standards and commitments translate to human rights and gender equality actions and legal protection at country level. It also works to support stakeholders to respond effectively in rights' terms and to build alliances for human rights, gender equality, dignity and security within the Joint Programme and beyond.
Main tasks and Responsibilities of the Position:
Under the guidance of the Special Adviser, Human Rights and Gender Equality, and in close collaboration with other members of the team and the department, the incumbent is assigned the following responsibilities:

- Provide support for strategic, political and technical guidance in the field of gender equality and diversity, including technical support to UNAIDS country and regional offices and other stakeholders to establish gender-transformative HIV responses, addressing the HIV epidemic among adolescent girls and young women at higher risk of infection, intersecting forms of discrimination, gender equality and gender based violence, sexual and reproductive health and rights (SRHR), leveraging synergies and providing evidence for integration to address co-infections and co-morbidities to reach the objectives of the 2016 Political Declaration on HIV/AIDS, the UNAIDS Strategy 2016-2021 and the 2030 Agenda related to HIV;

- Conceptualise, design and implement innovative strategies, tools, training curricula and specific proposals to generate evidence and recommendations for gender transformative HIV responses and to foster, meaningfully engage and mobilize strategic partnerships including with SRHR organizations, women living with HIV and women's rights organizations and other civil society partners, UNAIDS Cosponsors and development partners;

- Proactively contribute to the expansion of the evidence base on SRHR, gender-based violence, co-infections and co-morbidities including cervical cancer, HPV and female genital schistosomiasis prevention and control, and adolescent girls and young women at higher risk of infection, through review of research, data collection and analysis, review of gender and SRHR-related documents/publications/guidelines and data analyses to build political commitment, advocacy, and ensure accountability to afore-mentioned commitments and mobilize resources;

- Coordinate, provide technical support, and proactively contribute to the strategic direction of organization-wide initiatives -- such as the #BeTeamWomen Initiative --aiming to foster connections, link agendas and strengthen actions across diverse movements, initiatives and sectors to amplify the call for greater accountability to national, regional and international commitments to women's empowerment, health and rights;

- Proactively contribute to the development and review of advocacy and communications material (including reports, advocacy briefs for communities and policy-setting, guidelines, reports, speeches, statements and the #BeTeamWomen website and social media campaigns) in close collaboration with other teams, departments, UNAIDS regional and country offices, civil society, UNAIDS Cosponsors and other development partners;

- Provide technical and logistical support for high-level advocacy and policy setting events and fora and key calendar dates including international and regional AIDS and SRHR conferences, World Health Assemblies, International Women's Day, Commission on the Status of Women, 16 Days of activism, to ensure that the issues of gender equality, women's empowerment, SRHR and HIV remain a priority in the global public health and development agenda;

- Maintain and foster new and existing partnerships with UNAIDS co-sponsors, including co-chairing working groups such as the WHO led Elimination of Cervical Cancer Campaign and the Neglected Tropical Disease and civil society. Support the leadership and engagement of communities, including of people living with HIV and key populations, for effective advocacy and demand creation, service delivery, data collection, analysis and monitoring of rights and policies, programming and funding flows;

- Proactively support the development of UNAIDS' and department's strategies and the team's work plan, the drafting and submission of funding proposals, internal reports, including on UN System-wide Action Plan on Gender Equality and Empowerment of Women (UN-SWAP);

- Perform other related duties as assigned, including replacing and backstopping for others.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in social science, public health, policy, human rights or international development. A relevant first university degree and 7 years of relevant professional experience will be considered as equivalent for internal candidates.

Experience:
Essential: A minimum of 5 years of professional work experience in the field of gender and/or women's rights at national and/or international levels.
Languages:
Essential: Advanced knowledge of English.
Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US$ 60,962 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
