MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support the country towards ending AIDS as a public health threat as part of the Sustainable Development Goals (SDGs) with a Fast-Track approach to rapidly scale up HIV services focused on populations and locations most affected by the epidemic. Promote effective use of strategic information to better understand and track the epidemic as well as trends, and to measure progress and the sustainable impact of the response. Support efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection and human rights mechanisms. Provide intellectual leadership to guide policy decisions and programmes, including the creation of an enabling political, fiscal and legal environment to achieve Zero new HIV infections, Zero AIDS-related deaths and Zero stigma and discrimination as set out in global policy declarations adopted by UN Member States. Ensure full integration of efforts with UN Reform developments. Promote, support and provide guidance to national partners and the UN system in integrating HIV and AIDS into wider UHC and country development challenges while reaching global AIDS targets to end AIDS as a public health threat by 2030 and leave no one behind.

Main tasks and Responsibilities of the Position:
Under the supervision of the UCD and the guidance of the Fast Track Implementation Department Director, and working in close collaboration with the Fast Track Implementation Department as a whole, support the Fast-Track implementation at country and sub-national level, in implementing the 2016 Political Declaration
Support and facilitate strategic partnerships and alliances between UNAIDS Cosponsors, national governments, key donors, implementers, and members of civil society organizations regarding Fast-Track Implementation, including but not limited to supporting mechanisms for information sharing, ideas and lessons-learnt; planning and overseeing the effective provision of technical support to address country barriers to implementation and accelerated responses
Support the development of guidance on innovative strategies to support national prevention and treatment responses focusing on locations and population groups with high risk of transmission to set and reach the targets of the 2016 political declaration.
- Support enhanced country impact through developing guidance and tools for innovative solutions, programme design, and service delivery options, including but not limited to the development and implementation of community service delivery, differentiated models of care and support, innovative systems for integration and the elimination of parallel systems; analysis and conversion of evidence and programme data into policy guidance for country and sub-national level responses.
- Support the collection, analysis, and dissemination of national and sub-national programmatic and financial data to identify key programmatic and financial gaps and inefficiencies; determinants of HIV vulnerability and risk, prevention, treatment and care methods and packages, and facilitate evidence based programme decisions at national and sub-national level for improving results.
- Support the integration of innovation, human rights and gender in Fast-Track programming closely collaborating national partners and UNAIDS gender, civil society and human rights focal points.
Support the work on programme sustainability and transition planning and ensure close collaboration and coordination with Cosponsors, national governments, key partners, and members of civil society organizations.

Advanced university degree in public health, international health, social or political science. A relevant first university degree and 9 years of relevant work experience will be considered as equivalent for internal candidates only. |

Experience:
Essential:
At least 7 years of experience at international level in the area of programme development, evidence, policy analysis and monitoring and evaluation.
Desirable:
Experience in programme data analysis and preparation and implementation of evidence informed programmes; knowledge of the HIV epidemic and its impact.

Languages:
Essential:
Advanced knowledge of English.
Desirable:
Knowledge of another UN official language would be an asset.

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
