MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support the country towards ending AIDS as a public health threat as part of the Sustainable Development Goals (SDGs) with a Fast-Track approach to rapidly scale up HIV services focused on populations and locations most affected by the epidemic. Promote effective use of strategic information to better understand and track the epidemic as well as trends, and to measure progress and the sustainable impact of the response. Support efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection and human rights mechanisms. Provide intellectual leadership to guide policy decisions and programmes, including the creation of an enabling political, fiscal and legal environment to achieve Zero new HIV infections, Zero AIDS-related deaths and Zero stigma and discrimination as set out in global policy declarations adopted by UN Member States. Ensure full integration of efforts with UN Reform developments. Promote, support and provide guidance to national partners and the UN system in integrating HIV and AIDS into wider UHC and country development challenges while reaching global AIDS targets to end AIDS as a public health threat by 2030 and leave no one behind.
Main tasks and Responsibilities of the Position:
The incumbent drives UNAIDS’ strategic information role focused on assessing progress and identifying programmatic gaps of the country’s HIV response, under the direct supervision of the UNAIDS Country Director and with technical guidance from the Regional Support Team and relevant Geneva units and departments. The incumbent plays a pivotal role in providing the evidence needed by the UNAIDS Country Office to fulfill its strategic role in the country. This is done by analysis of data on the status and trends in the epidemic and the response, including modelling and mapping, to efficiently assess the impacts of past efforts and chart the way forward. These analyses and suggested programmatic actions will be shared with RSTs and headquarters to enrich the aggregated picture at regional and global levels.

In particular, the incumbent is assigned the following responsibilities:

. Coordinate and influence the prioritization, process and technical aspects of a wide array of data collection and compilation, and analysis related to epidemiology and the response, in view of informing future programme efforts, including:

. Analysis of surveillance and survey results on trends and geographic location of the epidemic including through the use of standard estimation tools;

. Analyses of programmatic and survey data on the HIV response;

. Strengthening of monitoring and evaluation systems including health information systems with attention to the use of unique identifiers;

. Analyses of the distribution of new infections by geography and by mode of transmission;

. Triangulation and modelling of epidemiological and response data to assess impact and identify programmatic gaps;

. Develops the capacity to focus responses to relevant geographic areas and populations,

. Analysis and use of tools to estimate the economic efficiencies of the response;

Monitor the United Nations Joint Programming on HIV and acts as strategic adviser for all agencies on the monitoring of the implementation of Unified Budget, Results and Accountability Framework and the UN Development Assistance Framework.

Facilitate and coordinate reporting processes at national level and contribute data and analyses to the regional and global level.

Promote and reinforce capacity building of national counterparts in data collection, data analysis, reporting and using evidence for programming.

Plan and coordinate work with country level partners including GFATM, bilateral agencies including PEPFAR, International NGOs on advancing an evidence-informed, fast-track approach to the national AIDS response.

Provide strategic guidance and advice to the UCD about specific programmatic actions and reprogramming informed by strategic analyses that identify programme gaps.

Support the development of evidence-based targets for the national HIV response.

Perform other related duties as required by the UCD.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at the Master’s level in public health, epidemiology, statistics or demography. First university degree and 9 years of experience will be considered as equivalent for internal candidates only.

Experience:
Essential: A minimum of 7 years of experience in the design, development and operational application of strategic information systems including monitoring and evaluation, and modeling of HIV programmes in low- and middle-income country settings. Demonstrated knowledge of and experience in the UN System.
Languages:
Essential: Advanced knowledge of English. Knowledge of another UN official language an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization’s Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US$ 73,516 at single rate
Post Adjustment: 20.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
