MANDATE OF THE DEPARTMENT:
The Gender Equality, Human Rights and Community Engagement Department leads and supports advocacy efforts to place gender equality, human rights and community engagement at the center of policy and programmatic efforts to scale up HIV testing, prevention, treatment, and care services. UNAIDS recognizes that these approaches are critical to reducing health disparities and truly "leaving no one behind" in our efforts to respond to the HIV epidemic. The department strategically engages and reignites the leadership of women, young people, people living with HIV (PLHIV), key populations, human rights defenders and other movements for social justice. It supports development of global and national policies and strategic interventions to address critical enablers to ensure that AIDS responses are grounded on human rights, gender equality, participation and inclusiveness and diversity, and leverages and supports work across SDGs 3, 5, 10, 16 and 17.
Main tasks and Responsibilities of the Position:
Under the broad guidance of the Deputy Executive Director, Programme Branch and in an independent manner, the incumbent is assigned the following responsibilities:

Provide vision and leadership in the elaboration of evidence-driven strategies and policies regarding human rights, gender equality and women's and girls' empowerment, law and ethics, social justice, and community engagement, driving action to reach underserved populations affected by HIV and AIDS and reduce health disparities, Sexual and Gender Based Violence (SGBV) and social inequalities. This includes action to reach the targets of the 2016 Political Declaration on HIV and AIDS, the objectives of the UNAIDS Strategy 2016-2021, and the 2030 Agenda. Contribute to 2022-2026/2030 targets and strategy development.

Lead UNAIDS in up-to-date synthesis of policies, legislations, country dynamics, and key factors that affect HIV-related vulnerability and risk. Brings feminist approach and framing to addressing multiple axes of inequality and injustice. Leverage partnerships and develop coherent approaches across UN agencies and country solutions to address these emerging barriers, meet vulnerable population needs and reduce health disparities and SGBV.

Lead teams to develop and promote innovative programming and advocacy approaches, to address multiple axes of inequality that drive health disparities and SGBV, and that contribute to achieving AIDS response targets and progress towards broader Sustainable Development Goals (SDGs).

Leverage thought leadership to generate multi-stakeholder processes and cross-disciplinary dialogue to address gender equality and women and girls' empowerment, human rights,, and social justice in relation to health and HIV, ensuring promotion of meaningful involvement of communities and civil society in national responses, global policy and strategy processes, and UNAIDS' work.

Through partnership building, build and strengthen dynamic relationships between UNAIDS and national governments, donors, civil society organizations and other stakeholders to ensure the adoption of appropriate legislative, administrative, budgetary and judicial measures to fully realize HIV-related human rights of women and girls and key and vulnerable populations, including persons living with HIV.

Lead the Department and ensure an open, safe, equal and empowering work environment that gets the best out of staff, fosters collaboration, encourages professional growth and helps teams deliver as one, with confidence, quality and pace. Take a lead role in advising, guiding, motivating and coordinating the departmental work and assigned staff, overseeing elaboration of and coordination of departmental and divisional work plans and budgets taking into account priorities, strategies and expected results.

Provide vision, direction and leadership, as a member of UNAIDS' Senior Management Team (SMT), to the development of, policies, programmes and positions; helping to ensure coherence and cohesion and effective and efficient delivery. Contribute to corporate good governance and strong cross-department /division action to achieve maximum impact. Contribute to the Unified Budget, Results and Accountability Framework (UBRAF) and Programme Coordinating Board (PCB) processes and outcomes within the overall departmental framework.

On behalf of the UNAIDS EXD, lead strategic initiatives related to the mandate of the department, and as senior management focal point for certain external relations contacts, notably with specific international funders and key partner agencies. As required, represent UNAIDS and its Secretariat in high level meetings and conferences.

Perform other related duties as assigned, including replacing and/or backstopping to others.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in development, public health, law, human rights and/or social sciences. A relevant first university degree and 17 years of relevant professional experience will be considered as equivalent for internal candidates.

Experience:
Essential: At least 15 years' experience leading, managing and implementing development and/or public health policy/advocacy programmes at the international and national/sub-national levels. At least 5 years' experience in developing countries or with marginalized communities and populations.

Demonstrated experience in applying feminist frame to reducing inequalities and injustice. Qualifying experience may be demonstrated from: women's movements, gender-focused, or inequality-focused research, policy/advocacy, or program work; feminist management reform or organizational development efforts; or from legislative or judicial reform activities that reduce gender and other social inequalities and empower women and girls and marginalised groups.

Experience in planning, management and evaluation of technical and operational support to developing countries. Demonstrated experience in a political and policy environment including high level advocacy to address policy or implementation bottlenecks.

Knowledge of development or global health policy/advocacy should include adequate experience working on HIV and AIDS and SGBV programmes at national or global levels.

Desirable: Knowledge and experience with major international partners addressing the HIV epidemic. Professional network that includes leaders in feminist theory, action, or social movements. Recognized thought leader in gender equality and women’s rights, human rights, HIV/AIDS, SGBV and social disparities as demonstrated by publications, participation in relevant work groups or steering committees, or membership organizations.

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US $ 111,502 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
