MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to ending the AIDS epidemic at regional and country level. Promote, support and provide guidance to regional and national partners and the UN system in reaching Global AIDS targets by 2020 with a Fast-Track approach to rapidly scale up HIV services focused on populations and in locations most affected by the epidemic. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the region.

Main tasks and Responsibilities of the Position:
The primary responsibility of the Regional Programme Adviser (RPA) is to support UNAIDS Country Offices to develop and implement programme action in line with the UNAIDS Strategy and the 2016 Political Declaration. Under the overall guidance of the Director, Regional Support Team:
1. Support the analysis of strategic programme information related to the national response in a specific geographic region and the progress made against the targets of the 2016 Political Declaration. 2. Support in the preparation, development and implementation of specific programmes and activities related to UHC, SRH, Gender, Stigma and discrimination, and other Fast-Track initiatives to be implemented at country level, linked to prevention, key populations, and access to treatment. 3. Working with partners to support countries to improve the quality and accessibility of care and sustainably reduce health care spending by introducing innovative strategies and technologies in health. 4. Facilitate the sharing and utilization of strategic information on HIV &AIDS and work with partners to propose/suggest new areas of research to strengthen and further develop the knowledge base on vulnerable groups as it links to gender and human rights. 5. Guide and support the development of country fact-sheets and country profiles showing Fast-Track progress and barriers; and prepare country briefs for senior UNAIDS staff and external partners. 6. In close collaboration with the resource mobilization focal points at global and country level, guide and support RST and UCOs to mobilize financial resources to support the development and implementation of results-orientated and cost-effective national Fast-Track strategies, programmes and action. 7. Assist departments and units in identifying both technical and financial gaps and potential solutions. Advise on emerging regional priorities, barriers and opportunities for global level support to the region; 8. Participate in thematic virtual teams where they exist. Provide strategic advice to HQ in translating policy and evidence into country support strategies and actions; 9. Perform any other duties as requested by the Director, Regional Support Team.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree in public health, economics, social sciences or related fields. A relevant first university degree and 9 years of relevant professional experience will be considered as equivalent for internal candidates only. Desirable: Specialization in HIV. |

Experience:
Essential: A minimum of seven years of professional experience in the field of Health and HIV&AIDS with a focus on innovation, resource mobilization, advocacy, coordination and implementation of HIV prevention and/or treatment programmes.
Desirable: Extensive involvement in UN work and reform efforts at country, regional and global levels. |
Languages:
Essential: Advanced knowledge of English; working knowledge of Arabic. Desirable: Knowledge of other UN system official languages.

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
