MANDATE OF THE DEPARTMENT:
The Fast-Track Implementation Department leads and coordinates support to countries, including fragile countries, sub-national locations and cities to address gaps and programme implementation challenges to reach the 2020 Global AIDS targets. The department works with countries, partners and academia to: identify and seek specific solutions to bottlenecks that impede the delivery of impactful and inclusive prevention and treatment services; provides political leadership and technical support to make a "case" for focus, programme optimization, and accelerated service delivery; support resource mobilization (international and domestic); support the integration of innovative service delivery and the use of strategic information; and support programme sustainability and transition planning.
Main tasks and Responsibilities of the Position:
Under the supervision and guidance of the Senior Adviser, Effective Investments and Sustainability, Senior Programme Adviser will provide key technical and programmatic support and will have the following responsibilities:

Reviews strategic quality of the country demand prioritization regarding technical support needs and synergies with the Joint Country Workplans;

Conducts analysis and review of the policies, guidance, and AIDS responses and thematic reviews, including Global Fund and PEPFAR policies, and identifies priority policy, programmatic, and data and delivery issues where UNAIDS technical support will have the highest impact;

Generates and provides guidance to ensure technical support demands address the main challenges of the AIDS response and that deliverables serve to maximize the impact of AIDS response investments at country and regional level;

Manages the sharing of lessons learned on targeting catalytic technical assistance demand to change policies, remove bottlenecks, address inequities and accelerate the response;

Generates in-depth analysis of pipeline and implementation assignments with a focus on addressing the gaps and informing measuring multi-year results;

Develops policy briefs, contributes to strategic learning, identifies best practices and provides input to different communication publications to disseminate quality information on TSM operations and results for internal and external use;

Advises Regional Support Teams and UNAIDS Country Offices and UNAIDS technical support thematic leads on improved prioritization and strategic prioritization of technical support needs;

Performs other related functions as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Masters' level in international relations, management, political science, economics or other relevant area. First university degree and 12 years of relevant experience will be considered as equivalent for internal candidates.

Experience:
Essential: At least 10 years of experience at international level in the area of programme development, working as an active player in policy and advocacy, in multi-disciplinary teams and with experience in project and workplan coordination.
Desirable: Experience with UN System policies, procedures and operations. Experience in providing support to senior level decision-makers. Experience working on HIV-related issues.
Languages:
Essential: Advanced knowledge of English with a working knowledge of French.
Desirable: Knowledge of another UN official language would be an asset.

Annual salary: (Net of tax)
US$ 87,108 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
