MANDATE OF THE DEPARTMENT:
The Fast-Track Implementation Department leads and coordinates support to countries, including fragile countries, sub-national locations and cities to address gaps and programme implementation challenges to reach the 2020 Global AIDS targets. The department works with countries, partners and academia to: identify and seek specific solutions to bottlenecks that impede the delivery of impactful and inclusive prevention and treatment services; provides political leadership and technical support to make a "case" for focus, programme optimization, and accelerated service delivery; support resource mobilization (international and domestic); support the integration of innovative service delivery and the use of strategic information; and support programme sustainability and transition planning.
Main tasks and Responsibilities of the Position:
Under the supervision and guidance of the Senior Adviser, the incumbent is a member of the UNAIDS Technical Support Mechanism (TSM) team and will perform the full range of advisory, project management, monitoring, data analysis and evaluative functions. The incumbent will be a key technical resource in the following areas of work:

Contribute to team' ability to timely report and disseminate results by designing, coordinating and ensuring effective utilization of the strategic learning, monitoring and evaluation component, key indicators of the TSM operations and its activities;

Responsible for reports needed planning and reporting processes, the incumbent drafts documents, regulations and procedures concerning necessary data collection, analysis, timelines, roles and responsibilities to ensure timely quality reporting and develops an 'early warning system" to flag challenges and delays;

Lead on gathering information and timely reporting on the UNAIDS TSM activities and results at country, regional and global level, ensuring compliance with performance expectations outlined in the Multi-year Results Framework, grant management, USAID standard provisions, and reporting requirements;

Conduct data analysis, desk reviews of the products and results per thematic area, to ensure systematic and timely assess progress towards the Multi-year Results Framework and document the catalytic change of technical support provided and the broader political and programmatic effects on the AIDS response;

Support the management of the TSM contractual partner, flag delays in implementation targets, drawing the attention of the Senior Advisor to gaps and problems and propose options to facilitate decisions to redress attainment, including regarding TSM operations;

Based on technical knowledge, interaction with partners, personal observations, assessment reports, performance statistics, and other available data, make recommendations regarding current and future programming of technical support activities, monitoring and evaluation, and corrective action(s) ;

Interact and collaborate with the UNAIDS Thematic Leads and prepare briefs and communication on key developments and UNAIDS and partners' policies that have implications on the technical support work in the countries and regions;

Responsible for preparing quality information and answering questions and inquiries related to progress, trends, and implementation of the Multi-year Results Framework;

Develop communication briefs, the TSM quarterly newsletter, and provide input to different communication tools and publications to disseminate quality information on TSM operations and results for internal and external use as well as the UNAIDS Technical Support Mechanism webpage;

Promote and facilitate close collaboration and proactive cooperation within the Secretariat, Regional Support Teams and Country Offices, advising, facilitating and coordinating key events as they relate to the monitoring and evaluation component ;

Perform other related functions as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, international relations, epidemiology, social science, programme management, public administration, international development or related field. A relevant first university degree and 7 years of relevant professional experience will be considered as equivalent for internal candidates only.

Experience:
Essential: At least 5 years' experience in areas of HIV programming, international development, technical needs assessment and technical support provision as well as experience in management and coordination activities.
Languages:
Essential: Advanced knowledge of English.
Desirable: Working knowledge of French would be an asset.

Annual salary: (Net of tax)
US$ 60,233 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
