MANDATE OF THE DEPARTMENT:
Within the Management and Governance Branch, the Planning, Finance and Accountability Department is responsible for coordinating UNAIDS workplanning and resource allocation at all levels, monitoring the implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery.

The Planning, Finance and Accountability Department (PFA) works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021.

Within the department, the Resource Planning and Management division coordinates programme planning and ensures accountability of the Cosponsors and Secretariat at country, regional and headquarters level to the PCB. It assures value for money and provides leadership and advice on all aspects related to the development, performance monitoring, review and reporting of the UBRAF, in support of UN system efforts in countries to strengthen the national AIDS response
Main tasks and Responsibilities of the Position:
Under the overall guidance of the Director of Planning, Finance and Accountability and supervision of the Senior Monitoring Adviser, the incumbent performs the following functions:

1. Supports planning, implementation and reporting to operationalize UNAIDS Strategy through the Unified Budget, Results and Accountability Framework (UBRAF).
2. Prepares and presents technical guidance and information for the formulation, review and refinement of indicators, markers, benchmarks and targets.
3. Develops and provides guidance and support to HQ units, Liaison Offices, Regional Support Teams, Country Offices and Cosponsors on planning, performance monitoring, and reporting.
4. Collects, analyses and presents information that serves as a basis for effective application of results-based planning, management and reporting, including planning and reporting related to gender equality and the empowerment of women.
5. Coordinates the management and maintenance of tools such as the Joint Programme Monitoring System (JPMS) as well as the ERP for achieving enhanced accountability and improved reporting and dissemination of results reporting at all levels.
6. Develops and maintains online content for the annual performance reporting and produces user friendly information and infographics to complement annual performance monitoring and reporting.
7. Performs other related duties as assigned, including administrative and financial monitoring support, and replacing and backstopping for others within the division.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master's level or equivalent in public or business administration, economics, social sciences, public health or another relevant field. For internal candidates a first university degree and 7 years of experience will be considered as equivalent.

Experience:
Essential: Five years of work experience in the field of international development, planning, reporting, monitoring, evaluation, database management or web management.
Desirable: Experience working with the UN.
Languages:
Essential: Advanced knowledge of English with a working knowledge of French.
Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

In addition to the salary, the post adjustment for Geneva applies.

Annual salary: (Net of tax)
US$ 60,233 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
