MANDATE OF THE DEPARTMENT:
Within the Management and Governance Branch, the Planning, Finance and Accountability Department is responsible for coordinating UNAIDS workplanning and resource allocation at all levels, monitoring the implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery. The Planning, Finance and Accountability Department (PFA) works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021. Within the department, the Resource Planning and Management division coordinates pro-gramme planning and ensures accountability of the Cosponsors and Secretariat at country, regional and headquarters level to the PCB. It assures value for money and provides leader-ship and advice on all aspects related to the development, performance monitoring, review and reporting of the UBRAF, in support of UN system efforts in countries to strengthen the national AIDS response

Main tasks and Responsibilities of the Position:
Under the overall guidance of the Director of Planning, Finance and Accountability and supervision of the Senior Planning and Monitoring Advisor, the incumbent performs the following functions:
1. Supports the development and the implementation of UNAIDS results frameworks to operationalise UNAIDS Strategy, currently the Unified Budget, Results and Accountability Framework (UBRAF).
2. Coordinates the management and maintenance of web-based applications such as the Joint Programme Monitoring System (JPMS) and the UNAIDS Transparency Portal for achieving enhanced accountability and improved reporting and dissemination of results reporting at all levels.
3. Conducts regular update of the UNAIDS International Aid Transparency Initiative (IATI) registry as part of UNAIDS commitment to transparency and accountability.
4. Undertakes analysis and supports tools to track resource allocations and investments and dissemination of information on AIDS financing through the UBRAF, such as the Gender Equality Marker and civil society engagement marker.
5. Prepares and presents information for the formulation, review and refinement of indicators, benchmarks and targets.
6. Provides guidance and support to HQ offices, Regional Support Teams, Country Offices and Cosponsors on planning, performance monitoring and reporting.
7. Performs other related duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree at Master's level or equivalent in business administration, economics, social sciences, public health or another relevant field. For internal candidates a first university degree and 4 years of professional experience will be considered as equivalent. |

Experience:
Essential: Two (2) years of experience in international development and the collection and synthesis of data, monitoring and reporting at national or international level. Desirable: Experience working with the UN.

Languages:
Essential: Advanced knowledge of English with a working knowledge of French. Desirable: Knowledge of another UN official language.

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
In addition to the salary, the post adjustment for Geneva applies.
