MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to ending the AIDS epidemic at regional and country level. Promote, support and provide guidance to regional and national partners and the UN system in reaching Global AIDS targets by 2020 with a Fast-Track approach to rapidly scale up HIV services focused on populations and in locations most affected by the epidemic. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the region.
Main tasks and Responsibilities of the Position:
The Swedish International Development Cooperation Agency (SIDA) is supporting the Joint United Nations Regional Programme on "The Strengthening Integrated SRHR/HIV and SGBV services in East and Southern Africa to accelerate action on SDG3 and 5". The Programme combines the unique strengths and contributions of four UN agency Regional Offices: UNAIDS Regional Support Team for Eastern and Southern Africa (RST-ESA), UNFPA East and Southern Africa Regional Office, UNICEF ESARO, and WHO Africa Office. It will provide targeted support to 5 countries: Lesotho, Malawi, Uganda, Zambia and Zimbabwe, and transition and strengthen 5 additional countries from the earlier SIDA-supported Linkages Programme: Botswana, Kenya, Namibia, South Africa, and Swaziland.

The Joint UN Regional Programme 2018 - 2021 will focus on adolescent girls, young people and key populations and community involvement. The four main objectives are:

1. Create an enabling legal and policy environment for people to exercise SRHR and access services
2. Scale-up provision of client centered quality assured integrated and sustainable SRHR/HIV and SGBV services
3. Empower all people to exercise their SRH rights, adopt protective and motive behaviours and access quality integrated services
4. Amplify the lessons learnt through the programme

The Strategic Information Adviser will liaise and work closely with the regional programme coordinators of the UNAIDS-UNFPA/-UNICEF-WHO project on strengthening HIV and SRHR integration and SGBV services. The duration of the position is limited to the life span of the programme and will cease at the end of the programme.

Key responsibilities

Under the direct supervision of the Strategic Information Adviser, the incumbent will liaise with all RST Regional Advisors, UNAIDS Country Offices, other key partners as relevant, to coordinate the monitoring and reporting of results of the Regional Programme on strengthening SRHR/HIV Integration and SGBV and provide the required technical support needed for project implementation.

DUTIES AND RESPONSIBILITIES:
The Strategic Information Adviser will have the following functions:
Support the coordination and overall implementation of the monitoring and evaluation (M&E) component of the SIDA-supported Joint United Nations Regional Programme to support countries in Eastern and Southern Africa region to scale up the provision of quality integrated SRHR/HIV and SGBV services in the 5 targeted support countries (Lesotho, Malawi, Uganda, Zambia and Zimbabwe), and transition and strengthen 5 additional countries from the earlier SIDA-supported Linkages Programme (Botswana, Kenya, Namibia, South Africa, and Swaziland). The incumbent will also be tasked to develop progress reports, stimulate formulation and dissemination of lessons learned, formulate best practices and facilitate South-South cooperation in this field.

More specifically the Strategic Information Adviser will assist in the overall key regional activities of the Joint Programme and coordinate the specific UNAIDS components under the Programme:
1. Provide technical support to the 5 countries in Eastern and Southern Africa (Lesotho, Malawi, Uganda, Zambia and Zimbabwe) to establish Integrated SRHR clinics with task-shifting approach and standard curricula developed to train community HCWs to deliver.
2. Support governments to test approaches to meaningfully involve adolescent girls, young people and key populations in planning, implementing, monitoring and evaluating programmes to increase their knowledge, and transfer skills so that they make informed decisions on SRHR/HIV and take up integrated and SGBV services.
3. Enhance partners (traditional and religious leaders, political leaders and community leaders) engagement in the HIV response in areas of human rights and community capacities.
4. Support SADC and EAC to develop SRHR/HIV and SGBV regional standards and accountability mechanisms as per global, continental and regional commitments, and facilitate domestication.
5. Manage and coordinate the M&E component of the UNAIDS components at regional and country level and coordinate the delivery of technical support through training and other strategies. This will include tracking of financial expenditures and working to support incorporation of SRHR/HIV/SGBV actions and activities into UCO and RST workplans.
6. Collaborate with partners in the assessment and consolidation of quarterly, six-monthly and annual reports from key partners (including SRHR/HIV project coordinators and UCO staff at country levels).
7. In collaboration with other UNAIDS staff at regional and country level, provide technical guidance for innovative processes/systems to ensure effective linkages between technical support providers/consultants and other UNAIDS divisions; especially prevention, costing and aid effectiveness to ensure state of the art knowledge of UNAIDS tools and products underpins the technical support provided to clients.
8. Provide technical guidance to UNAIDS Strategic Information and Fast Track Advisors in the five countries to support their work in documenting experiences with best practices and sharing their experiences around SRHR/HIV Integration and SGBV in addition to stimulate formulation and dissemination of lessons learned.
9. Work collaboratively within the division to ensure the monitoring and evaluation of the RST work outputs in the areas of SRHR/HIV Integration and as a liaison between the RST and UNFPA, UNICEF and WHO in the areas of SRHR/HIV M&E.
10. Produce reports and other information with respect to SRHR/HIV Integration activities within Eastern and Southern Africa and allocation of appropriate resources where necessary.
11. Undertake other M&E duties as required by the Regional Director as appropriate.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree in social and/or medical sciences, epidemiology and behavioural surveillance, public health and/or demography. A relevant first university degree and 9 years of relevant professional experience will be considered as equivalent for internal candidates.
Desirable:
Postgraduate degree or specific training in above mentioned fields.

Experience:
Essential:
A minimum of 7 years of professional experience in the design, development and implementation of monitoring and evaluation (M&E) systems and related programs complemented with a sound knowledge and understanding of issues of HIV epidemic, HIV prevention and/or SRHR/HIV integration programs within the region.

Desirable:
Experience working with UN agencies or other intergovernmental organizations.
