MANDATE OF THE DEPARTMENT:
The Fast-Track Implementation Department leads and coordinates support to countries, sub-national locations and cities to address gaps and programme implementation challenges to reach the 2020 Global AIDS targets. The department works with countries, partners and academia to: identify and seek specific solutions to bottlenecks that impede the delivery of impactful and inclusive prevention and treatment services; provides political leadership and technical support to make a "case" for focus, programme optimization, and accelerated service delivery; support resource mobilization (international and domestic); support the integration of innovative service delivery and the use of strategic information; and support programme sustainability and transition planning.
Main tasks and Responsibilities of the Position:
Under the supervision and guidance of the Senior Adviser, the Health Economist will provide key technical and programmatic support to advance the UNAIDS vision, goals, and implement the HIV-related investments and sustainability work-programme. The incumbent will focus on multi-sectorial and health financing for HIV programmes and interventions, efficient resource allocation and utilization, and coordination and quality assurance of the UNAIDS Technical Support Mechanism work-programme and results in this area. The incumbent will perform the following duties:

Develop and refine guidance and methodology on HIV and health financing tailored to different country needs and contexts, taking into account existing methods, identifying gaps and needs, and ensuring coherence and interface with partners and broader initiatives on domestic resource mobilization and health financing;

Contribute to the update of the investment framework on HIV, guidance for using data and economic intelligence to inform prioritization, allocative efficiency and national strategic plans, and modelling for decision-making to ensure impact and build sustainable solutions;

Develop and refine tools and methods on implementation efficiency, value for money, and service mapping, guidance for application at country level and technical resources requirements;

Engage in developing policy and technical briefs, including for allocative and implementation efficiency, out-of-pocket expenditures, user fees and the HIV response in the context of Universal Health Coverage and health financing, and domestic resource mobilization for achieving HIV targets and sustaining results;

Provide technical guidance to the UNAIDS Regional Support Teams and UNAIDS Country Offices on the areas of sustainable HIV and health financing, effective and efficient resource allocations and spending, including advice on proven best practices or sound methods that should be used;

Conduct data analysis, desk reviews, examining donor funding policies and implications for HIV response funding, emerging policy and programmatic issues that affect quality scale implementation of the thematic area and the GF grant in countries, and develop a prioritized and high-impact UNAIDS support in collaboration with the UNAIDS teams and partners;

Produce synthesis and synopsis of the results achieved through UNAIDS support, identify trends, the added value of the UNAIDS catalytic political, technical and leadership support for effective and efficient use of investments, including the Global Fund grants and domestic resources in countries;

Engage in data analysis, develop technical reports, publications, and dissemination of the products;

Supports coordination with partners, in particular the Global Fund, PEPFAR, USAID, the Gates Foundation, the World Bank, technical partners, including joint work with the Global Fund and partners in support of the Global Fund Transition and Sustainability Policy;

Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at the Master's level or equivalent in health economics, public finance or health policy, or relevant areas. A relevant first university degree and 9 years of relevant professional experience will be considered as equivalent for internal candidates only.

Experience:
Essential:
A minimum of seven years' of working experience in HIV and health economics, HIV and health allocative and implementation efficiency, health economics and financing, of which at least three or four years in regions and/or in developing countries. Demonstrated experience at international level.

Desirable:
Relevant UN system experience and preferably experience demonstrating in-depth understanding of the HIV and health financing, key factors affecting sustainability of the AIDS response as well as demonstrated knowledge on HIV strategic information and response, including the GF grants implementation in countries. Experience and ability to effectively work with national partners, communities, and international partners from diverse cultural backgrounds.
Languages:
LANGUAGES
Essential: Advanced knowledge of English and French.
Desirable: Good working knowledge of another official UN language.

Annual salary: (Net of tax)
US 72,637 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
