MANDATE OF THE DEPARTMENT:
The mandate of the Regional Support Team is to provide leadership and coordinate support for an expanded UN system response to AIDS at regional and country levels. Promote, support and provide guidance to the UN system in the region to Fast-Track HIV prevention, treatment, care and support and in the achievement of the goals of the UNAIDS Strategy for 2016 - 2021 and the Sustainable Development Goals. Coordinate the development of strategic information and document the trends on the epidemic and the response as well as provide intellectual leadership on the status of the AIDS response in the region. Provide managerial support and technical advice and guidance to UNAIDS country offices.

Main tasks and Responsibilities of the Position:
Under the supervision of the Director RST, and working in close collaboration with the Department of Community Support and aligned to UNAIDS 2016-2021 Strategy, the incumbent is assigned all or part of the following responsibilities:
Strengthen regional HIV engagement with, and coordination among, civil society organizations, supporting the effective leadership of communities, including of people living with HIV, young people, women and key populations, within strategic planning, policy, community development programmes and service delivery and human rights, law and policy monitoring, research and advocacy and the local, regional and international level.
Maximize the potential of grant opportunities and bilateral aid available at regional level to broker aligned, harmonized resources to address community priorities and resources for civil society organizations, communities and other non-governmental institutions, with particular attention to women's and youth groups and those from PLHIV and KPs including for community systems strengthening, as well as facilitate their meaningful engagement in decision making, monitoring, accountability, and human rights mechanisms at the local, regional and international level.
Provide technical support and build strategic alliances with civil society and communities to track and monitor government accountability for attainment of the 2016 Political Declaration and UNAIDS 2016-2021 Strategy targets, and the 2030 Agenda, including resources made available to different stakeholder groups in the governmental and non-governmental sectors and use the various accountability mechanisms including treaty bodies or the sustainable development agenda to hold government to account.
Establish and strengthen alliances between HIV related civil society organisations and other social justice movements, including those relating to human rights, sexual and reproductive health and rights, women's rights, access to justice, rule of law, governance, equality of opportunity and disability. Support RSTs/UCOs to make such alliances, including with regional and international bodies; parliamentarians; judiciary; police; Ministries of Justice and Gender Equality, Labour, Social Protection; National Human Rights Institutions; and civil society human rights groups in the HIV response.
Encourage, support and coordinate, in close collaboration with the Fast-Track implementation support adviser, the development of strong community-led service delivery through the provision of technical support, guidance and tools to countries and civil society organizations, that ensure a human rights-and gender-based approach.
Guide and support the inclusion of programmatic interventions delivered by community organizations in national AIDS strategies, plans and policies.
Support the promotion of policy coherence across sectors and strategic engagement and mobilization of communities in other key national policy frameworks and programmes, with particular attention to those addressing sexual and reproductive health, gender equality, gender-based violence and adolescent health and development; and support the application of rights-based and gender analyses using quantitative and qualitative data sources.
Encourage, guide and champion the inclusion and integration of human rights, gender equality and diversity into national AIDS strategies, plans and policies as they impact on prevention, treatment, care and support, with emphasis on discrimination, preventing and responding to gender-based violence, including in the health sector, stigma and punitive approaches to HIV and achieving scale and efficiency and punitive approaches to HIV, adolescent sexual activity and key populations.
Monitor trends and developments in, and support assessments of, the legal, human rights and social environment for people living with HIV and key populations in the region, including at a regional level, and identify opportunities to support people living with HIV and key populations to engage with human rights bodies and mechanisms at the international and regional level on UNAIDS human rights priority issues for the region.
Facilitate real-time knowledge sharing and problem-solving among UNAIDS staff in the region and internationally in relation to emerging HIV-related human rights and community crises, working closely with the CSSJI team in Geneva.
Coordinate the provision of technical support, guidance and tools to strengthen UCO capacity to integrate community leadership, human rights and gender equality in national HIV plans, legislative frameworks and institutions for social justice.
Build and sustain strategic relationships with civil society and community leaders, ensuring UNAIDS stays abreast of current/hot issues, and tensions, provides strategic information and analysis and provide support to communities during human rights crises. Provide strategic advice and technical input to social protection policies and programmes to ensure that they are HIV sensitive and gender responsive, including access to health services and through UHC.
Organise regular consultations and information sharing with communities and KPs (incl. PLHIV) on strategic and technical issues (these issues can include transition and sustainability of community-led services, social contracting for services for KPs, decriminalization, monitoring of ARV stockouts/price reduction etc.)
Provide support and guidance to the Joint UN Team on AIDS and other partners to promote collaborative synergies for sustained and consistent support to networks and organizations for effective advocacy and inclusion of community priorities in the joint work planning.
All other related duties as assigned.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree in social science, public health, policy, human rights or international development. First university degree and 12 years of relevant work experience will be considered as equivalent for internal candidates only.
Desirable: Specialization in one of the above fields complemented by degree or studies in international relations, business/public administration or political or other social science.

Experience:
Essential: At least 10 years of progressive professional experience at country/regional/international level, complemented by experience in the areas of communities-led responses and human rights and/or gender equality-based programs. Solid experience in working with and mobilizing a range of external partners.
Desirable: Experience in working with the UN system or other multilateral organizations. Experience working with key population networks. Experience in policy analysis, political and strategic planning. |
Languages:
Essential: Advanced knowledge of English and Spanish
Desirable: Knowledge of another UN official language.
