MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support countries towards ending the AIDS epidemic as part of the Sustainable Development Goals. To promote, support and provide guidance to national partners and the UN system in reaching Global AIDS targets by 2020 with a Fast-Track approach to rapidly scale up HIV services focused on populations and in locations most affected by the epidemic. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the country.

Main tasks and Responsibilities of the Position:
The incumbent supports UNAIDS' strategic information role focused on assessing progress and identifying programmatic gaps of the country's HIV response, under the direct supervision of the UNAIDS Country Director (UCD) and with technical guidance from the Regional Support Team and relevant Geneva divisions and departments. The incumbent plays a pivotal role in providing the evidence needed by the country office to fulfill its strategic role in the country. This is done by analysis of data on the status and trends in the epidemic and the response, to efficiently assess the impacts of past efforts and chart the way forward. These analyses and suggested programmatic actions will be shared with Regional Support Teams (RSTs) and headquarters to enrich the aggregated picture at regional and global levels
In particular, the incumbent is assigned the following responsibilities:
▪ Supports the prioritization, process and technical aspects of data collection and compilation, and analysis related to epidemiology and the response, in view of informing future programme efforts, including:
- Analysis of surveillance and survey results on trends and geographic location of the epidemic including through the use of standard estimation tools;
- Analyses of programmatic and survey data on the HIV response;
- Strengthening of monitoring and evaluation systems including health information systems with attention to the use of unique identifiers;
- Analyses of the distribution of new infections by geography and by mode of transmission;
- Triangulation and modelling of epidemiological and response data to assess impact and identify programmatic gaps;
- Develops the capacity to focus responses to relevant geographic areas and populations
- Analysis and use of tools to estimate the economic efficiencies of the response
▪ Proactively assists the UCD in the monitoring of the United Nations Joint Programming on HIV and provides assistance to all agencies on monitoring of the implementation of Unified Budget, Results and Accountability Framework and the UN Development Assistance Framework.
▪ Supports reporting at national level and contributes data and analyses to the regional and global level.
▪ Builds capacity of national counterparts in data collection, data analysis, reporting and using evidence for programming;
▪ Liaises and works closely with country level partners including GFATM, bilateral agencies including PEPFAR, International NGOs to harmonize and advance an evidence-informed approach to the national AIDS response;
▪ Ensures follow-up and provide support to the UNAIDS Country Director for specific programmatic actions and reprogramming informed by strategic analyses that identify programme gaps;
▪ Support the development of evidence-based targets for the national HIV response
▪ Performs other related duties as assigned, including replacing and/or backstopping for others.

| REQUIRED QUALIFICATIONS |
Education:
Essential: Advanced university degree or equivalent in public health, epidemiology, statistics and demography. For internal candidates a first university degree and 7 years of relevant professional experience will be considered as equivalent. |

Experience:
Essential: Five years of professional work experience in the design, development and operational application of strategic information systems of AIDS programmes in low and middle income country settings. Demonstrated knowledge and sound understanding of the UN System. |

Desirable: Knowledge of another UN official language.
