MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to ending the AIDS epidemic at regional and country level. Promote, support and provide guidance to regional and national partners and the UN system in reaching Fast-Track targets by 2020 and beyond, to rapidly scale up HIV services with an approach focused on populations most affected by the epidemic. Mobilize resources, political will and partnerships within the region. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the region.

Main tasks and Responsibilities of the Position:
Under the guidance of the Executive Director, the incumbent is assigned the following responsibilities:
UN system strengthening at country level. Coordinate the development, implementation, monitoring and reporting of work to strengthen UN country team responses to Fast-Track: ending the AIDS epidemic; including working with UN Resident Coordinators, strengthening Theme Groups on HIV and country teams and supporting partners to assess current UN country team responses; develop plans to strengthen the relevance, consistency and effectiveness of UN system country level support; facilitate the provision of policy, programming and organizational development advice to country teams in support of the implementation of their workplans including the implementation of 90-90-90; facilitate the application of United Nations Development Group guidance on joint programming and resource management; monitor implementation and report on progress, constraints and issues to be addressed.
Provide guidance and leadership to the UNAIDS Country Directors (UCDs) and UNAIDS Country Managers (UCMs) in providing coordinated technical support to National AIDS Councils/Committees (NAC) and National Programme programmes to set ambitious targets, develop and implement fully costed National Strategic Plans to achieve the goals of the 2016 Political Declaration established and agreed to at the United Nations General Assembly High-Level Meeting on Ending AIDS and future targets.
Resource mobilization within the region. Recognizing the increased need for investments in the region, work to raise funding for UNAIDS and for countries through traditional and non-traditional channels. This includes supporting countries to be in good standing with major donors including the Global Fund. Proactively work with countries and civil society to secure new funding. Facilitate new strategic partnerships at regional and country level to broaden the scope of the AIDS response and to further link HIV to wider development needs of the Sustainable Development Goals by 2030. Provide guidance and influence Resident Coordinators and UN Country Teams (UNCTs) in their development, implementation and monitoring of country level inter agency work to achieve agreed “deliverables” and intensify joint programming opportunities with the UN reform agenda.
Make recommendations on how reform processes can be adjusted and accelerated to enable a more effective UN response in Middle East and North Africa. As such, these decisions and recommendations will have significant influence on the development of global policy and operation guidance related to UN reform.
Keep Senior Management appraised of progress in strengthening the UN system response to HIV at the country and sub-regional levels and make recommendations as to how UN reforms can be shaped to more effectively to end the AIDS epidemic as part of the Sustainable Development Goals by 2030.
Regional level coordination of the UN system response to HIV. a) To support regional level coordination, and UN reform implementation, convene regular meetings of UNDG and UNAIDS Co-sponsor regional Directors and Country UN Resident Coordinators to oversee and support progress in strengthening UN country team responses to AIDS; b) Ensure effective communication and liaison with all UN system regional offices, and regional and inter-country technical support teams; c) set in place the institutional arrangements and capacities required to provide substantive and coordinated support for UN country teams, inter-agency collaboration, advocacy and partner coordination in Middle East and North Africa.
Maintain effective liaison and provide technical support to Global Fund, President’s Emergency Plan for the AIDS Relief (PEPFAR), in maximizing partnership and investments to national programmes and projects in countries of Middle East and North Africa.
Regional technical support platforms. Provide overall leadership, coordination and support for the development and functioning of a) technical support hubs in key thematic areas (e.g. strengthening and maintenance of HIV-related information and networking services; and b) joint or collaborative UN Programming initiatives to expand HIV-related responses.
Advocacy and partnership development. Mobilize high-level leadership for the response to HIV across the sub-region and continent, engaging with Heads of State, Governments, Ministers and First Ladies; oversee the development of sub-regional advocacy strategies on key issues (e.g. access to prevention and treatment, 90-90-90, women/adolescent girls and HIV, key populations etc); Coordinate contacts and liaison with intergovernmental organizations, civil society and donors organisatoins (League of Arab States, GCC, Organisation of the Islamic Conference-OIC, Organisation of the Petroleum Exporting Countries-OPEC, Islamic Development Bank-ISDB, Regional Arab Network Against AIDS-RANAA); and convene regular partner meetings to enable epidemic and response monitoring, information exchanges and substantive discussion. Mobilize resources and work across organization to report back.
Progress and response monitoring. Facilitate inter-agency collaboration in tracking the epidemic and the response; oversee the preparation of periodic reports on sub-regional trends in the response for use by UNAIDS and UNDG; develop and implement a UNCT performance monitoring and reporting system.
Represent UNAIDS at high-level national, regional and international fora, promoting and advancing/advocating the vision and mission UNAIDS.
Lead and manage the Regional Support Team define priorities and strategies in the MENA region; team building and development, guiding, motivating and coaching staff; elaborating workplans and budgets, and monitoring and reporting on activities, with accountability for human and financial resource management.
Actively participate in Senior Management Team meetings of UNAIDS; implement and monitor decentralized decision-making in the Secretariat, as appropriate, and participate in virtual teams across issue areas and lead in the planning of regional review meetings.
All other related duties as assigned.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree at Master’s level in development, economics, social science, public health, public administration, management and/or related field. For internal candidates a first university degree and 17 years of experience will be considered as equivalent.
Desirable: A Postgraduate degree in one of the above-mentioned fields.

Experience:
A minimum of 15 years of work experience leading, managing and implementing development or cooperation programmes at the international and national level, within this experience a minimum of ten years’ experience in developing countries. More than 10 years of experience managing diverse teams. Experience in the UN system and/or in another international organization. |
Languages:
Advanced level of English. Working knowledge of another UN official language, Arabic and French languages are desirable.

Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
