MANDATE OF THE DEPARTMENT:
Within the Management and Governance Branch (MER), the Planning, Finance and Accountability Department is responsible for coordinating UNAIDS workplanning and resource allocation at all levels, monitoring the implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery. 

The Planning, Finance and Accountability Department (PFA) works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021.
Main tasks and Responsibilities of the Position:
Reporting to and under the guidance of the Deputy Executive Director, MER (DXD/MER), the Director, PFA is responsible for the following:

1. Provides leadership and ensures coherence and coordination in the areas of resource planning, financial management, risk management, performance monitoring, and audit at global, regional and country levels.

2. Provides Senior Management with accurate and timely analyses and reports on financial management, expenditure control, risk management and programme implementation in view of effective decision-making to improve UNAIDS programme performance and delivery of results.

3. Ensures rigorous oversight and maintenance of an effective resource planning and financial infrastructure, responsive to activities pursued by UNAIDS; ensures the sound management of UNAIDS financial and fixed assets.

4. Provides leadership, management, motivation and development to a team of professionals managing all aspects of financial, budget and planning services.

5. Defines requirements, oversees the design and strategic alignment of budgetary and financial policies, results framework, procedures, systems and services with the overall goals of UNAIDS, promoting the comparative advantage of UNAIDS and demonstrating effective stewardship of resources to donors, Cosponsors and other partners.

6. Manages, motivates and empowers staff across the Department of Planning, Finance and Accountability to ensure a working environment responsive to UNAIDS strategies and emerging priorities, while safeguarding the integrity of procedures and systems through regular audits and relevant internal controls.

7. Sets financial management and performance standards, its results-focused, coordinates efforts to enhance accountability and mitigate the risk of fraud, and builds understanding and shared management engagement on budgetary and financial issues.

8. Brings critical issues regarding UNAIDS finances and resource needs of the Programme, and related emerging challenges and trends to the attention of DXD/MER in a timely fashion; ensures full consideration of issues in recommendations or decisions of management to effectively sustain high quality and optimal delivery of programmes.

9. Provides guidance across the Programme on budgetary, financial, performance resource monitoring and reporting issues to ensure accountability and determine the effectiveness and efficiency of policies, procedures, and internal control systems, and identifies ways of strengthening these and new tools for improving business practices.

10. Represents UNAIDS in meetings with Cosponsors, other international organizations, governments, partners, contractors and suppliers on budgetary, planning and financial issues, as agreed with the Deputy Executive Director, MER.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at the Master's level or equivalent, preferably in public or business administration, finance, international relations, or a relevant academic preparation combined with specialized training and experience. For internal candidates, first university degree and 17 years of experience will be considered as equivalent.

Desirable: CPA qualification, other certification or studies in accounting and auditing as well as programme evaluation.

Experience:
Essential: 15 years of progressively responsible experience at the international level including senior level positions in resource planning, finance, administration, performance monitoring and evaluation. Experience with the United Nations system and dealing with donor governments. Experience of general accounting, financial reporting, and Enterprise Resource Planning systems.

Desirable: Previous experience with the International Public Sector Accounting Standards (IPSAS).
Languages:
Essential: Advanced knowledge of English and working knowledge of French

Desirable: Knowledge of another official UN language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
