MANDATE OF THE DEPARTMENT:
The Fast-Track Implementation Department leads and coordinates support to countries, including fragile countries, sub-national locations and cities to address gaps and programme implementation challenges to reach the 2020 Global AIDS targets. The department works with countries, partners and academia to: identify and seek specific solutions to bottlenecks that impede the delivery of impactful and inclusive prevention and treatment services; provides political leadership and technical support to make a "case" for focus, programme optimization, and accelerated service delivery; support resource mobilization (international and domestic); support the integration of innovative service delivery and the use of strategic information; and support programme sustainability and transition planning.
Main tasks and Responsibilities of the Position:
Under the supervision of the Special Adviser, Fast-Track Implementation Department, the incumbent will provide support to countries and regions in implementing the 2016 Political Declaration and will:

 Coordinate with the Special Adviser, Fast-Track Implementation, to identify country technical support needs related to the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) grants where UNAIDS can make a difference and work with the Fast-Track Advisers to identify bottlenecks and propose appropriate solutions.

 Promote and lead the collaboration with technical support providers for a harmonized provision of technical assistance to Global Fund and other programmes being implemented in countries that complements the work of the UNAIDS Technical Support Mechanism (TSM).

 Support the development of policy guidance, strategies (including the development of relevant content) and programme approaches to scale-up impactful, innovative and sustainable approaches in advancing the Fast-Track Agenda. This includes planning, project management, partner engagement, coordination and leading consultations with internal and external stakeholders.

 Provide analysis of barriers to accelerated service uptake (90-90-90, combination prevention, etc.) and actively contribute to the development of a comprehensive approach to HIV prevention, treatment, care and support within a strong human rights context with full inclusion of people and communities affected by AIDS.

 Support the team to collaborate with partners in the coordinated development of comprehensive analyses of latest policy and strategy developments at the Global Fund and other key partners e.g. PEPFAR, assessing implications for country responses as related to UNAIDS role and positions, particularly where it concerns Global Fund Committee and Board processes and deliberations

 Collaborate with designated RSTs with a view to establish and/or facilitate the establishment of effective mechanisms to systematically monitor progress and identify issues arising in Global Fund processes in selected countries through open exchange of views with Fund Portfolio Managers, country teams and regional managers in the Global Fund Secretariat to support improved and efficient ways to monitor progress and the identification of foreseeable challenges and remedial actions; as well as brokering headquarters support to selected countries for UNIADS Country Offices and Regional Support Teams action, in coordination with colleagues working on technical support coordination.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Masters' level in social science, public health, business administration epidemiology, development studies, or related fields. First university degree and 12 years of relevant experience will be considered as equivalent for internal candidates.

Desirable: Experience in data analysis, programme management, civil society/private sector engagement and partnership coordination with international stakeholders.

Experience:
Essential: At least 10 years of experience at international level in the area of programme development, evidence, policy analysis and monitoring and evaluation.

Desirable: Experience in programme data analysis and preparation and implementation of evidence informed programmes; knowledge of the HIV epidemic and its impact.
Languages:
Essential: Advanced knowledge of English with a good working knowledge of French.

Desirable: Good working knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US $ 85,543 at single rate
