MANDATE OF THE DEPARTMENT:
The Fast-Track Implementation Department (FTI) leads and coordinates support to countries, including fragile countries, sub-national locations and cities to address gaps and programme implementation challenges to reach the 2020 Global AIDS targets. The department works with countries, partners and academia to: identify and seek specific solutions to bottlenecks that impede the delivery of impactful and inclusive prevention and treatment services; provides political leadership and technical support to make a "case" for focus, programme optimization, and accelerated service delivery; support resource mobilization (international and domestic); support the integration of innovative service delivery and the use of strategic information; and support programme sustainability and transition planning. 

The Department manages the extra-budgetary grant to leverage high-quality and timely technical support to countries to improve the Global Fund (GF) grant implementation and accelerate progress towards the 2016 Political Declaration on HIV and AIDS. The purpose of the grant, partially implemented through the UNAIDS Technical Support Mechanism, is to accelerate country-level response in three main areas of work: Area 1: Alignment of the national and sub-national AIDS plans with the 2016 Political Declaration; Area 2: Accelerate the Global Fund Grants implementation; and Area 3: Sustainability of the AIDS response and support to effective transition.
Main tasks and Responsibilities of the Position:
Under the supervision and guidance of the Senior Adviser, the incumbent will be a key technical resource in the following areas of work:

1. Support the management of the extra-budgetary grant to provide high-quality technical support to countries, particularly to:

Ensure systematic and timely capturing and analyzing of the outputs produced, the broader effects the technical support results has on the AIDS response and the GF grant implementation in countries.
Conduct data analysis, desk reviews of the products and results per thematic area to measure progress towards the Results Framework indicators.
Produce synthesis and synopsis of the results achieved per thematic area identifying trends, progress made, the added value of the UNAIDS catalytic political, technical and leadership support, and emerging policy and programmatic issues that affect quality scale implementation of the area and the GF grant in countries.
Contribute to the management and synthesis of feedback from the Quality Assurance peer review mechanism, in particular in the areas of the six months progress report and the high-level results annual report.

2. Provide technical input and programme development support for UNAIDS's work on HIV Strategic Investments and Sustainable financing, including participating in the coordination and input to the technical support to specific countries including:

Maintain regular update of the database of National Strategic Plans (NSPs), costs, the investment cases, sustainability plans, transition readiness assessments and other country-level priority plans.
Provide technical input and conduct country data analysis in the areas of investment cases, sustainability plans, innovative financing, Universal Health Coverage (UHC), service mapping and efficiency analysis, and unit costs.
Conduct data analysis and contribute to thematic synthesis including but not limited to investment trends and predicted funding streams, cross-country sustainability analysis and country clusters, regional profiles and propose policy and programme priorities for UNAIDS support.
Contribute to technical briefs encompassing allocative efficiency, sustainability priorities by country profile, integration of HIV in the UHC agenda, innovative financing, implementation efficiency, and support to effective transition.
Support the global level coordination with partners, in particular the Global Fund, the Gates Foundation, the World Bank, technical partners, including joint work with the Global Fund and partners in support of the Global Fund Transition and Sustainability Policy.
Support the Internal UNAIDS Working Group on Investments and Sustainability and the UNAIDS Community of Practice on Investments and Sustainability, as well as UNAIDS tools and capacity-building targeted at UNAIDS staff.

Perform any other duties as required by the Senior Adviser.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in health economics, public health, social science, or related field. A relevant first university degree and 7 years of relevant professional experience will be considered as equivalent for internal candidates only.

Experience:
Essential: At least five years' experience in HIV programmes and/or health economics, including data analysis.
Desirable: Experience demonstrating in-depth understanding of the sustainability of the AIDS response as well as of the GF grants implementation in countries.
Languages:
Essential: Advanced knowledge of English.
Desirable: Good working knowledge of another official UN language.
Annual salary: (Net of tax)
US$ 59,151 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
