MANDATE OF THE DEPARTMENT:
The Community Support, Social Justice and Inclusion Department leads and supports advocacy efforts to place human rights, gender equality and community engagement at the center of policy and programmatic efforts to scale up HIV testing, prevention, treatment, and care services. The department strategically engages and reignites the leadership of young people, people living with HIV (PLHIV), women, key populations, human rights defenders and other movements for social justice. It supports development of global and national policies and strategic interventions to address critical enablers to ensure that AIDS responses are grounded on human rights, gender equality, participation and inclusiveness and diversity, and leverages and supports work across SDGs 3, 5, 10, 16 and 17.
The Community Mobilization (CM) team works to foster change through activism and community engagement. It champions bold and dynamic collaboration with communities for an AIDS response grounded in rights, equity and social justice, and with people living with HIV and key populations at the centre. Through harnessing the strategic strengths of a broad range of civil society organizations (including NGOs, CBOs, FBOs, and organizations of PLHIV and key populations) it provides leadership and vision to strengthen the AIDS response at all levels. It articulates UNAIDS' strategic direction for working effectively with civil society, to optimally mobilize new partners for the AIDS response, sustain and deepen the involvement of those already engaged and broker linkages between partners and sectors in effective AIDS action to the benefit of affected individuals and communities. CM also strengthens the capacity of the UN and partner organizations to work effectively on social and programmatic enablers and provides liaison with Cosponsors on civil society and community mobilization issues.
Main tasks and Responsibilities of the Position:
Under the guidance of the Special Adviser, Community Mobilization, and in close collaboration with other members of the team and the department, the incumbent is assigned the following responsibilities:

To take a lead role in proactively catalyzing and shaping the elaboration of UNAIDS strategic relationships with civil society across a range of sectors, including but not limited to Faith Based Organizations (FBO), with emphasis on encouraging constructive dialogues addressing the complexities of faith, sexual and reproductive health and rights, human rights and HIV, to drive policy around sexuality, HIV, public health, culture and religion.

To lead and coordinate UNAIDS' efforts to develop and implement new and innovative profile strategies, tools and specific proposals for the mobilization of faith-based groups in the AIDS response to achieve the objectives and targets of the 2016 Political Declaration on HIV/AIDS, the UNAIDS Strategy 2016-2021 and the 2030 Agenda.

To facilitate strategic guidance to the UNAIDS Secretariat leadership and technical support to staff in UNAIDS regional and country offices towards an active engagement of civil society in the AIDS response as well as to provide guidance to UNAIDS Cosponsors to analyse the HIV situation, context and response, political and socio/cultural trends, threats and opportunities vis-à- vis civil society engagement and activism.

To maintain strategic relationships with civil society organizations and networks, such as people living with HIV and key populations, religious leaders, parliamentarians and others involved players by keeping abreast of current, sensitive issues to address tensions, taking a lead role in consensus building and conflict resolution during crises.

To coordinate and/or oversee the development of guidance and tools to increase the effective leadership capacity of communities, including of people living with HIV and key populations, for effective advocacy and demand creation, treatment service delivery, data collection, analysis and monitoring of rights and policies, programming and funding flows; the development and implementation of innovative strategies for community systems strengthening to scale up HIV treatment, care and support; as well as provide technical support to the review process of indicators for civil society engagement in national mechanisms and other reporting systems.

To represent the Secretariat in meetings with key religious leaders, faith based organizations and other key partners.

To perform other related responsibilities including replacing and/or backstopping for others.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in social sciences or health or a related field. A relevant first university degree and 12 years of professional experience will be considered as equivalent for internal candidates only.

Experience:
Essential: At least 10 years of experience in community mobilization, collaboration and partnership development required, including experience at country, regional and/or international levels in the field of health or development.

Desirable: Experience in collaborating on HIV and the religion interface, and fostering partnerships with a range of sectors, including a range of civil society sectors, government and intergovernmental organizations. Experience in the UN System.
Languages:
Advanced knowledge of English. Working knowledge of another UN official language an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US$ 85,543 at single rate
Post Adjustment: 81 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
