MANDATE OF THE DEPARTMENT:
The mission of Addis Ababa Liaison Office (AAL) is to strengthen and to sustain the relationship between UNAIDS, the African Union (AU), regional economic communities (RECs) of the AU, Organisation of African First Ladies Against HIV/AIDS (OAFLA) and the United Nations Economic Commission for Africa (UNECA) to ensure achieving the UNAIDS Fast-Track milestones by 2020 and ending the AIDS epidemic as a public health threat by 2030.
Under the overall guidance of the Executive Director and Director of AAL, the incumbent will work in close consultation with the AU Commission of Social Affairs and other relevant AU Commissions and Departments including the Department for Peace and Security and the Department of Political Affairs, RECs and UNECA. The incumbent plays a key role in areas requiring expert advice on policy, advocacy and strategic planning of UNAIDS priorities and commitments and will be based in Addis Ababa, Ethiopia.
Main tasks and Responsibilities of the Position:
Within the assigned authority, the incumbent will be responsible for the following specific duties:
- Provide substantive support to facilitate the work of the UNAIDS, AU, OAFLA, RECs and UNECA in fulfilling their leading role in keeping HIV high on the sustainable development agenda.
- Assist in the formulation and strengthening of focused advocacy strategies to influence decision-makers in Africa and the rest of the world to further the implementation of commitments in the HIV response, within the framework of the Sustainable Development Goals (SDGs) and AU Agenda 63.
- Work with partners in different entities of the AU, RECs, OAFLA and UNECA in planning and programming on HIV, with an emphasis on the promotion of cross-collaboration between the different entities towards mainstreaming of HIV issues in the relevant programmes.
- Undertake outreach activities, participate in the development workshops or seminars and make presentations on assigned topics and activities.
- Contribute in tracking, monitoring and dissemination of policy developments of African governments, and relevant regional and sub-regional institutions amongst AU, RECs, OAFLA, UNECA organs and partners.
- Contribute to the development of continental and international contacts with key print media, radio and TV outlets in both African continent and China to collaborate on selected advocacy opportunities.
- Support the overall outreach to African and Chinese Governments, AU bodies, such as regional economic communities (RECs), the NEPAD Agency, the Africa Centre for Disease Control and Prevention (Africa CDC), OAFLA, the Africa Peer Review Mechanism (APRM), and other interested parties such as UNECA, African Development Bank, civil society and private sector to facilitate partnerships, based on institutional priorities ;
- Support the Director, AAL Office in (i) providing desk support research to on-going activities (ii) providing background and logistical support in preparation for AU Summits and other relevant high-level events, (iii) monitoring and analysis on programme/project activities (iv) political intelligence and risks analysis
Undertake other tasks as related to all aspects of the above
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in international relations, political science, international development, diplomacy, social sciences or related field. A first university degree and 4 years of relevant experience will be considered as equivalent for internal candidates only.

Experience:
Essential: At least two years of experience at the national and/or international levels in country programme and business development, complemented or including experience with an African continental organization, a bilateral or multilateral donor agency on technical cooperation, advocacy programmes and AIDS response related issues. Experience in working with diverse teams.
Desirable: Proven experience with business development or marketing activities involving both China and African countries.
Languages:
Essential: Advanced level of English or French and intermediate knowledge of the other language.
Desirable: Knowledge of Mandarin an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 47,803 at single rate
Post Adjustment: 37.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
