MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate the expanded UN System response in the regions and countries to ending the AIDS epidemic by 2030 within Sustainable Development Goals. The mandate is to promote and provide guidance in the regions and countries, through the UN System, in reaching global commitments by 2020. This involves implementing the UNAIDS Strategy 2016-2021 with the aim of reaching Fast-Track targets that will ensure effective and continued scale-up as well as sustainability of HIV prevention, treatment and care, with a priority focus on the populations and locations in the country most affected by the epidemic. Promote and ensure effective use of strategic evidence, analysis and its dissemination on the trends of the epidemic and the impact of the response in countries.
Main tasks and Responsibilities of the Position:
Under the guidance of the UNAIDS Country Director (UCD), the HIV Prevention Advisor will work with Government, Development Partners, civil society and communities to coordinate joint UN advocacy around creating an enabling environment as well as building capacity to implement effective, expanded and innovative combination prevention, as well as ensure linkages and the continuum of health and social services for people who inject drugs, sex work, men who have sex with men, and transgender persons. The incumbent will undertake this work in coordination and in an inclusive team approach within the UNAIDS Country Office (UCO).

Critical to achieving the responsibilities of this post will be in-depth knowledge of the context and needs of key populations, as well as experience in engaging with Government, communities and wider stake-holders, in strategies and programs addressing these populations as well as related risk and vulnerabilities based on age, gender and contextual factors (mobility, conflict, displacement and humanitarian crisis). Knowledge of the legal and policy dimensions, as well as process of their revision, in support of HIV prevention, health, social protection and the human rights of key and vulnerable populations is critical, and in particular in the context of harm reduction and risk reduction. In partnership with the various constituencies, specific tasks include:

· Develop guidance, planning and coordinate capacity-building as well as the formulation of advocacy messages around effective scale-up and integration of evidence-based 'enhanced outreach' approaches, linkages and the continuum of services for key populations, especially in relation to harm reduction and risk reduction.

· Facilitate access to state-of-the-art technical advice as well as substantive and operational research findings on HIV prevention, in general, and on harm and risk reduction, in particular.

· Initiate advocacy and capacity-building efforts for senior and mid-level policy- makers across the relevant sectors as well as community gate-keepers, with the aim of improving the enabling environment for prevention at national, sub-national and local levels.

· Contribute to the UCO and Joint UN Team on HIV (JT) reviews of policy, legal and regulatory frameworks, and, when appropriate, lead or facilitate the consultations with Government and gate-keepers on opportunities for reform or update of the existing policy and legal instruments.

· Manage the development, update and dissemination of Policy Briefs on HIV prevention, as well as advocacy related to innovative HIV prevention strategies at the central level, for mid-level stakeholders and gatekeepers at the state, regional and local level.

· Reinforce the network of community representatives, civil society as well as media actors at national and sub-national level to promote the voice, representation and reduce stigma and discrimination around key populations, including for people who use on drugs or engage in sexual contacts that place them at risk of HIV, Hepatitis and other health and social challenges.

· Work with the UCO colleagues on the utilization of strategic information, including through specific situation assessments, analysis of survey findings, mapping and other research to inform strategic planning, policy decisions and the development of communication, including through social media, around national HIV prevention agenda. Essential to this is reinforcing community participation in research and ensuring appropriate dissemination of findings.

· Within the support provided by the 3MDG fund to the UCO, coordinate investment, ensure dialogue and undertake planning as well as guide concept notes and proposals, especially for the Global Fund, 3MDG, PEPFAR, ADB and bilateral support, within the national framework of health policy, national strategic plan on HIV, national harm reduction plan and forums for sexual reproductive health and prevention.

· Contribute to the effective monitoring and evaluation and reporting on UNAIDS, Joint Team, assessment of spending and donor-led initiatives on HIV prevention and, specifically, key populations.

- Undertake any other duties as assigned by the UCD.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master's level or equivalent in social sciences or public health or related fields in law and social work. For internal candidates, a first university degree and 9 years professional experience will be considered as equivalent.

Desirable: Specialization in one of the above fields.

Experience:
Essential: Seven (7) years of professional experience within the field of HIV prevention, including in harm or risk reduction, with demonstrated technical knowledge. Demonstrated experience in providing technical, implementation and policy advice to senior decision- makers; facilitating trainings; preparation of papers and policy briefs; advocating for and supporting policy and legislative change on HIV Prevention and Public Health, with a focus on harm and risk reduction.

Desirable: Experience in the UN system, including country and/or international experience in the field of HIV prevention, representing or working with socially or legally marginalized populations, including working with those living or affected by HIV; Experience in working with civil society as well as Health, Internal or Home Ministries, and negotiations with Law Enforcement agencies on these issues.

Languages:
Essential: Fluent in English.

Desirable: Good working knowledge of another UN official language or/and Burmese.
Annual salary: (Net of tax)
USD 70,647 at single rate
Post Adjustment: 41.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
