MANDATE OF THE DEPARTMENT:
To deliver the UNAIDS mandate and provide leadership in the global AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce that is multi-skilled, diverse, mobile and able to work across disciplines. Within the Management and Governance Branch (MER), the Department of Human Resources Management (HRM) ensures that human resources are aligned with the organizational strategy and priorities. The work of the Department is based on effective policies and services for organizational development, performance, staff support and security.
The Policy and Talent Management Division builds organizational and staff capacity through HR policy development, legal advice, staff learning and development, and performance management. The Division also coordinates the UNAIDS Gender Action Plan and UN Cares, the UN system-wide workplace programme on HIV.
Main tasks and Responsibilities of the Position:
Working under the direct supervision of the Chief, Policy and Talent Management, the incumbent is responsible for the following:
1-Develop, deliver, and update staff development resources related to UNAIDS' strategy, programme, structure and services in conjunction with internal and external subject matter experts and developers.
2-Coordinate the provision of leadership development and competency-based capacity building for staff members at various levels across the UNAIDS Secretariat. at Headquarters and the field.
3-Develop and implement training and learning activities related to UNAIDS values and organizational priorities and policies, providing project management and supervision of external suppliers when appropriate.
4-Contribute to the monitoring, implementation and reporting of the UNAIDS Secretariat Gender Action Plan, as well as UNAIDS participation in the System-Wide Action Plan for Gender Equality and the Empowerment of Women.
5-Provide advisory and design support for the facilitation of UNAIDS meetings and events, facilitate selected internal events, and maintain resource material and references for meeting facilitation and internal/external facilitators.
6-Act as trainer for face-to-face (workshop) and online (webinar/video-conference) training initiatives for key staff development priorities.
7-Contribute to the development, implementation and revision of policy in relation to the work of the Policy and Talent Management Division.
8-Provide advice and guidance to staff and managers on career development and transition, including individualized career counselling.
9-Provide support and guidance on the use of interactive online learning technology to reach staff for meetings, briefings and training sessions.
10-Maintain knowledge of good practice in organizational development and staff learning by participating in relevant internal and external meetings and professional bodies.
11-Perform other related work as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master's level or equivalent in human resources management, public or business administration, social sciences, or related field. For internal candidates a first University degree and 7 years of experience will be considered as equivalent.
Desirable: Professional development certification in talent management, including learning and development, coaching, facilitation and related areas.

Experience:
Essential: 5 years working in staff development, including experience designing and developing staff development resources and programmes. Experience facilitating face-to-face and distance learning sessions. Experience working in international organizations.
Desirable: Work experience in the UN system; work experience in the field of HIV.
Languages:
Essential: Advanced level of English.
Desirable: Good working knowledge of another UN system official language.
Annual salary: (Net of tax)
58,583 US$ at single rate
