MANDATE OF THE DEPARTMENT:
Within the Management and Governance Branch, the Planning, Finance and Accountability Department is responsible for coordinating UNAIDS workplanning and resource allocation at all levels, monitoring the implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery.

The Planning, Finance and Accountability Department (PFA) works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021.

Within the department, the Financial Services and Risk Management division is responsible for the overall direction and coordination of UNAIDS financial and accounting operations and ensuring proper use of its financial resources in compliance with the applicable rules and regulations. The division follows internationally adopted principles and best practices in financial management, including integrity and transparency, and provides effective and efficient support and services across the Programme.
Main tasks and Responsibilities of the Position:
Under the overall responsibility of the Chief, Financial Services and Risk Management, the incumbent is responsible for the following:
Develop and coordinate business processes and workflows in the area of travel and procurement and create a comprehensive service platform to facilitate programme delivery and enhance operational efficiency.
- Provide advice and guidance on business practices and processes related to procurement and travel, and promote the full utilization of the ERP system.
- Review, update and enhance business processes on procurement and travel, as and when possible, as part of efforts to continuously upgrade the ERP system.
- Lead the elaboration and implementation of appropriate policies and strategies for the monitoring and evaluation of procurement and travel related activities.
- Work with business owners, IT and WHO to design and develop procurement and travel monitoring reports to support activities and operations at all levels.
- Manage and monitor travel exceptions and emergency ticketing and prepare regular reports on travel.
- Support formal competitive processes by reviewing and publishing all RFPs/ITBs and ensure technical and financial reviews are conducted as per established procedures.
- Serve as PRC coordinator and clear submissions based on PRC recommendations, regularly update the website with minutes, decisions and statistics.
- Serve as vice-chair of the Property Disposal Committee and coordinate the annual physical verification process of assets and inventory.
- Represent UNAIDS in discussions on procurement and travel services provided by the Global Service Centre (GSC) and services provided by Carlson Wagonlit (CWT).
- Ensure implementation of the HLCM Vendor Ineligibility Framework and establish a common Vendor Sanctions Board with interested UN system agencies.
- Represent UNAIDS in meetings with WHO, UNDP and other external bodies (including CPAG, HLCM and UNGM) on travel and procurement.
- Perform other related tasks and duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master's level or equivalent in Business or Public Administration or equivalent academic training/preparation. For internal candidates a first university degree and 9 years of professional experience will be considered as equivalent.
Desirable: Additional formal training in information systems management.

Experience:
Essential: Seven years of experience in management and administration, with four years of experience of procurement and travel preferably with Enterprise Resource Planning systems or similar tools. Familiarity with IT based management tools essential. Experience in working at the international level with or in the United Nations system, development agencies, governmental or inter-governmental bodies.
Demonstrated experience delivering presentations, training and coaching in the area of procurement and travel and ability to deliver a concise message in a clear way to staff.
Desirable: Exposure implementing change management projects in the area of procurement and travel.
Languages:
Essential: Excellent knowledge of English or French with a working knowledge of the other language.
Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
70,647 US$ at single rate
