MANDATE OF THE DEPARTMENT:
The Fast-Track Implementation Department leads and coordinates support to countries, including fragile states,sub-national locations and cities to address gaps and programme implementation challenges in order to reach the 2020 Global AIDS and HIV associated TB targets. The department works with countries, partners and academia to identify and seek specific solutions to bottlenecks that impede the delivery of impactful and inclusive prevention and treatment services; provide political and technical support to make a "case" for focus, programme optimization, and accelerated service delivery; support resource mobilization (international and domestic); support the integration of innovation, service delivery and strategic information; and support programme sustainability and transition planning.
The Prevention Team provides strategic leadership and guidance on effective approaches to achieve the prevention targets of the 2016 political declaration, towards the ultimate aim of Zero new infections. It develops and promotes strategies, policies and programmatic approaches to sustainably reduce new infections in both high and low prevalence settings, generates and disseminates strategic information and prevention programme guidance to regions and countries; champions the development and implementation of state-of- the-art behavioural, biomedical and structural prevention methods; strengthens linkages between prevention and treatment, gender and human rights initiatives and programs; and establishes and strengthens partnerships and alliances for prevention.
Main tasks and Responsibilities of the Position:
Under the overall guidance of the Special Adviser, Prevention and in close collaboration with other members of the team and department, other key partners in the Global HIV Prevention Working Group, especially UNFPA and the Bill and Melinda Gates Foundation (BMGF), and within the delegated authority, the incumbent is assigned the following responsibilities:

Proactively advocate for UNAIDS HIV prevention agenda towards achieving a substantial and sustained reduction in HIV transmission, strategizing with cosponsors and other key partners, and collaborating with national and regional stakeholders, including civil society for coherent and effective national HIV prevention programs.

Provide authoritative and expert advice and guidance on strengthening HIV prevention programme management and delivery, including on prevention target-setting and
programme monitoring and, in close collaboration with partner agency leads, on individual prevention programme components, e.g. the five prevention pillars (HIV prevention among adolescent girls and young women and their sexual partners, key populations, condom programmes, Pre-exposure prophylaxis - PrEP and Voluntary Medical Male Circumcision - VMMC) including the behavioural and structural components of those programmes.

Take a lead role in the coordination of support to the implementation of the Global HIV Prevention Road Map at country level, including through engaging with the existing global HIV Prevention Working Group and national focal points, and the development of effective
systems to monitor Road Map implementation. The staff will act centrally to facilitate effective communication, engagement, and decision-making on the effective implementation, monitoring and annual reporting of the Prevention 2020 Road Map.

Coordinate technical support to priority countries to adopt national HIV prevention targets, revise prevention roadmaps and address policy and implementation bottlenecks, as well as assist in capacitating countries in relation to the specific aspects of prevention programs
listed above; lead on the establishment of expert consultant rosters for specific prevention components, in close collaboration with partner agencies according to their area of expertise.

Lead on and oversee the development and maintenance including regular updating of a global prevention coalition dashboard, including by ensuring the validation of indicators and country scorecards, liaison with UNAIDS strategic information staff, and contributing to capacity building in prevention program monitoring.

Guide and assess country proposals for catalytic financial support, and ensure proposals are
developed according to sound criteria and in collaboration with key in-country prevention
partners, such as UNFPA, WHO and PEPFAR and that funding is disbursed to countries in stages, starting with countries that are ready to benefit first.

Perform other related responsibilities as assigned, including replacing Special Adviser, Prevention, in his absence and backstopping for others.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced University degree in behavioural or social sciences, public health, epidemiology or related fields. A relevant first university degree and 12 years of relevant professional experience will be considered equivalent for internal candidates.

Desirable: PhD in one of the above fields; specialization in health promotion, HIV prevention, or programme evaluation.

Experience:
Essential: A minimum of ten years’ experience in the field of HIV at national and international levels, including managerial or programmatic advisory and technical assistance functions in HIV prevention, across different HIV prevention programme elements.
Significant work experience in high HIV prevalence country/settings.
Experience in the UN system and a good understanding of the operations and mandates of UNAIDS and its Cosponsors.
Experience in multidisciplinary teams and/or policy leadership expertise.
Proven analytical and quantitative skills.

Desirable: Experience in working with national prevention programmes.
Track record in HIV prevention research and/or working with HIV prevention among key populations and adolescent girls and boys, and women and men.
In depth knowledge of either of the two organisations co-convening the Global HIV Prevention Coalition (UNAIDS Secretariat and UNFPA).
Flexibility and ability to foster collaboration within and outside the Secretariat.
Skills in the development of HIV prevention programme monitoring tools.

Languages:
Advanced knowledge of English. A good working knowledge of French and knowledge of another UN official language an asset.
Annual salary: (Net of tax)
US$ 84,721 at single rate
