Main tasks and Responsibilities of the Position:
The Deputy Executive Director supports the Executive Director of UNAIDS in the overall management of the Joint Programme and is a member of the executive and senior management bodies of the UNAIDS Secretariat. The Deputy Executive Director leads UNAIDS efforts in promoting effective governance of the Joint Programme and in the overarching management functions of the UNAIDS Secretariat, to enhance UNAIDS’ capacity and efficiency to implement its mandate and vision.

Under the overall guidance and in collaboration with the Executive Director, the incumbent:
1. Provides vision and strategic direction and leads UNAIDS in promoting effective management and governance, ensuring high-level policy guidance and decision-making in line with the core functions of the Secretariat, the UNAIDS Strategy, and the Sustainable Development Goals.
2. Oversees UNAIDS governance mechanisms, ensuring the effective leadership and support for the UNAIDS Programme Coordinating Board, including the involvement of Cosponsors, UN partners, member states and civil society.
3. Coordinates the engagement of UNAIDS Joint Programme stakeholders, convening strategic dialogue through the Committee of Cosponsoring Organizations, and other high-level consultations with stakeholders and partners.
4. Ensures the effective and forward-looking management of financial and human resources for the UNAIDS Secretariat, including accountability for organizational performance, delivery of results, and accountability of Secretariat staff at all levels.
5. Provides overall leadership for the work of the UNAIDS Secretariat's Management and Governance Branch, including governance and multilateral affairs; budget, planning and performance management; finance, risk management and compliance; human resources; technology and innovation; organizational ethics and change management.
6. Leads change management efforts across the UNAIDS Secretariat to foster innovation, continuously improve business processes, and facilitate organizational development, strong staff performance and a high level of engagement of the workforce.
7. Provides leadership for a diverse and high performing workforce that values ethics and integrity, and fosters diversity, inclusion and gender parity in all areas of work including constructive staff-management relations.
8. Provides strategic guidance and oversight for workplanning in the UNAIDS Secretariat across Headquarters, Regional Support Teams, Liaison Offices and Country Offices, ensuring harmonization and alignment of work plans to the expected outputs of the Unified Budget, Result and Accountability Framework.
9. Advocates for UNAIDS' mission, goals and priorities with external partners by building strong relationships with Cosponsors and other UN system organizations, government stakeholders, civil society and the donor community.
10. Contributes to high-level UN reform efforts through the active engagement of the UNAIDS Secretariat in the work of the Chief Executives Board for Coordination and its subsidiary bodies
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in management, public administration, finance, and/or development economics or related field.
Desirable: PhD qualification in one or more of the above subjects.

Experience:
Essential: A minimum of eighteen years' experience in increasingly challenging leadership and advisory functions at the senior management level at national and international levels, with demonstrated achievement in developing countries. Experience with and knowledge of the United Nations system, complemented by demonstrated experience in relevant areas, such as programming, planning, policy development, finance, human resources management, governance, and resource mobilization. Demonstrated ability to foster strategic partnerships and innovation.
Languages:
Essential: Excellent knowledge of English
Desirable: Knowledge of French and/or another UN official language.
Additional Information:
In addition to the salary, the post adjustment for Geneva applies.
Annual salary: (Net of tax)
130,586 USD at single rate
