MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support countries towards ending the AIDS epidemic as part of the Sustainable Development Goals. To promote, support and provide guidance to national partners and the UN system in reaching Global AIDS targets by 2020 with a Fast-Track approach to rapidly scale up HIV services focused on populations and in locations most affected by the epidemic. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the country.

Main tasks and Responsibilities of the Position:
Under the supervision of the UNAIDS Country Director (UCD), and in close collaboration with the Fast Track Implementation Department, the Policy and Strategy Advisor will support Fast Track implementation at national and sub-national level to reach the goals of the 2016 Political Declaration. Through a critical understanding of the country's epidemiological, social and political environment, the Advisor will devise strategies to influence as well as to maximise opportunities to align the AIDS response with prevailing development agendas. Tasks include:
- Advise UCD on strategically and proactively positioning the AIDS response and UNAIDS around critical and emerging policy issues, including by identifying opportunities to locate HIV in wider development agendas and linking to global, regional and cross-country initiatives of relevance in Asia and the Pacific region.
- Support strategic alliances between Co-sponsors, Government, key donors, service-providers and civil society on Fast Track implementation, including but not limited to supporting mechanisms of information-sharing, lessons learnt, planning, and overseeing the effective provision of technical support to address country barriers to implementation and effective responses.
- Facilitate and support the development of guidance, programme design and tools to enhance innovative, effective and high impact strategies in HIV prevention, treatment and care responses, with a priority focus on key populations and locations to reach the Fast Track targets, including but not limited to: community service-delivery, differentiated models of service-provision; integration and elimination of parallel systems; and conversion of programmatic and financial evidence into guidance at sub-national level.
- Support the integration of social inclusion, human rights and gender in Fast Track programming in close collaboration with national partners and UNAIDS focal points.
- Contribute to UNAIDS efforts on ensuring programme sustainability, funding and transition planning in close collaboration with the range of partners at country level.
- Provide guidance to the UNAIDS Country Office (UCO), Regional Support Team (RST) and Fast Track counterparts in Headquarters as required, on "anchoring" what works in the country context, on strategies to ensure the continued relevance and salience of HIV to the Government's agenda and its development partners, and to most effectively influence national agenda setting, policy formulation and implementation.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree at Master's level or equivalent in public health, social sciences, economics, international relations, political science, development studies and/or management. First university degree and 9 years' experience will be considered as equivalent. |

Experience:
Essential: A minimum of 7 years' experience in the area of programme development, policy analysis, evidence, and monitoring and evaluation at both at national and/or international levels.
Desirable: Experience in providing policy and/or strategic advice on evidence-informed HIV programmes, including extensive experience in collation and synthesis of data, and written and verbal communication thereof as well as experience in negotiation and consultation with representatives of government and civil society. |
Languages:
Essential: Advanced knowledge of English (and/or advanced knowledge of another UN language depending on the duty station).
Desirable: Working knowledge of another UN language and/or of a local language would be an asset.

Annual salary:
