MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support countries towards ending the AIDS epidemic as part of the Sustainable Development Goals. To promote, support and provide guidance to national partners and the UN system in reaching Global AIDS targets by 2020 with a Fast-Track approach to rapidly scale up HIV services focused on populations and in locations most affected by the epidemic. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the country.
Main tasks and Responsibilities of the Position:
Under the guidance and direct supervision of the UNAIDS Country Director (UCD), the Administrative Officer is responsible for the day-to-day running of the office, and for ensuring that the most effective financial and administrative systems are implemented and maintained.

The incumbent is in charge of the management of the operating budget and the Imprest account if any, the analysis of financial information and the production of financial reports. The incumbent will be responsible for the following:

1. Provides input to the UCD and UNAIDS country staff on financial, administrative, operational and human resources issues.
- Organizes the administrative functions and monitors the work of the administrative support in the country office to ensure effective administrative support and implementation of workplans
- Prepares and assesses the operational budget and provides input to the UCD on fund utilization and ensures timely adjustments to respond to emerging needs at regional and country level.

2. Human resources: Support and assist in all aspects of the human resource procedures in UCO in the recruitment of local staff, orientation of new incoming staff, troubleshooting with the Global Service Center on staff related issues linked to entitlements and other Human Resources related issues.

3. Budget management and control: Assist in the preparation of annual work plans, and monitor and report on budget related issues.

4. Operations management and oversight: Ensures efficient delivery of operations and administrative services that reflects positively on the UNAIDS country office and counterparts, which includes the ERP monitoring of financial, administrative, and human resources related issues.

5. Reporting: Provide timely reports on the activities of the UNAIDS office. Synthesize information in tables, graphs and charts.

6. Operations capacity building: Monitor and assess the implementation of UNAIDS office operations and make recommendations as to which systems and procedures could be strengthened to improve efficiency and resource utilization. As required, develop guidelines for improved systems and procedures and make recommendations to the UCD on how the overall work and performance of the organization could be enhanced. Ensure secure and safety of UNAIDS premises

7. Perform any other duties as required by the UCD.
REQUIRED QUALIFICATIONS
Education:
Essential:

Advanced university degree or equivalent in Public or Business administration, Management, Human Resources or related field.

For internal candidates a first university and 4 years of professional experience will be considered equivalent.

Experience:
Essential:

Two years of professional experience in administration, finance and budget, human resources in international organization, non-profit organization or private sector.
Full proficiency and experience in use of variety of financial management tools and computer software packages such as Enterprise Resource Planning Systems.
Languages:
Essential:

Excellent knowledge of English.

Desirable:

Good working knowledge of another official UN language and/or good working knowledge of a local language.
