MANDATE OF THE DEPARTMENT:
The Community Support, Social Justice and Inclusion department leads and support advocacy efforts to place human rights, gender equality and community engagement at the center of policy and programmatic efforts to scale up HIV testing, prevention, treatment, and care services. The department strategically engages and reignites the leadership of young people, people living with HIV (PLHIV), women, key populations, human rights defenders and other movements for social justice. It supports development of global and national policies and strategic interventions to address critical enablers to ensure that AIDS responses are grounded on human rights, gender equality, participation and inclusiveness and diversity, and leverages and supports work across SDGs 3, 5, 10, 16 and 17.

The Community Mobilization (CM) team works to foster change through activism and community engagement. It champions bold and dynamic collaboration with communities for an AIDS response grounded in rights, equity and social justice, and with people living with HIV and key populations at the centre. Through harnessing the strategic strengths of a broad range of civil society organizations (including NGOs, CBOs, FBOs, and organizations of PLHIV and key populations) it provides leadership and vision to strengthen the AIDS response at all levels. It articulates UNAIDS’ strategic direction for working effectively with civil society, to optimally mobilize new partners for the AIDS response, sustain and deepen the involvement of those already engaged and broker linkages between partners and sectors in effective AIDS action to the benefit of affected individuals and communities. CM also strengthens the capacity of the UN and partner organizations to work effectively on social and programmatic enablers and provides liaison with Cosponsors on civil society and community mobilization issues.

Main tasks and Responsibilities of the Position:
Reporting to Director, Community Support, Social Justice and Inclusion Department, the incumbent is assigned the following responsibilities:

Strategic relationships and political intelligence: Conceptualize, catalyse and shape the development of UNAIDS high level and strategic relationships with civil society activists and leaders and other key partners such as governments and multilateral institutions, providing authoritative political intelligence and strategic direction to UNAIDS leadership. Influence and stay abreast of current and emerging hot issues, and tensions, overseeing consensus building, and conflict resolution during crises.

Vision and Coordination: Provide overall vision, leadership, and coordination, including the elaboration of strategies and policies on how UNAIDS can harness the comparative strengths of civil society to ignite renewed community mobilization for delivery on the targets of the 2016 Political Declaration on ending AIDS commitments, the objectives of the UNAIDS Fast-Track Strategy 2016-2021 and the 2030 Agenda. Coordinate, design and lead strategic and technical work, dialogue platforms, working groups etc. for impactful and forward-looking community mobilization efforts that work towards ending AIDS by 2030. Ensure coherence across the Joint Programme of an approach to working that places people living with HIV, key populations and youth firmly at the centre.

Influence: Develop, promote and represent UNAIDS Secretariat positions and messaging around community mobilization. Influence policies, programmes and funding streams/investments of UNAIDS and partners with regard to community mobilization, demand creation, service delivery and community systems strengthening. Work towards repositioning the centrality of GIPA and the meaningful engagement of PLHIV, young people and key populations. Convene UNAIDS and partners to champion this agenda with a particular focus on results at country/community level.

Partnerships and Alliances: Establish, strengthen and leverage innovative partnerships and productive relationships with a wide range of community and civil society organizations, including those from outside the AIDS movement. Broker new alliances and collaborative synergies between the UNAIDS Secretariat and other partners, and among those partners, including Cosponsors, governments, international funders and others that will contribute significantly to moving forward an effective, inclusive and robust AIDS response that is well-situated within the 2030 Agenda.

Technical support: Oversee the provision of training and technical support to strengthen country, regional and HQ capacity to understand and catalyse more widespread and impactful community mobilization as well as the strengthening of systems to reinforce and support these efforts. Articulate good policy and practice on service delivery and support country scale-up. Reinforce country level mobilization of communities and other partners through leadership and coordination of support, information exchange and guidance to regional and country-based Community Support Advisers and other Secretariat staff on community activism related issues.


Strengthening community capacities: In collaboration with other divisions and departments, Cosponsors and external partners, conceptualize and oversee implementation of innovative and forward-looking strategies for community systems strengthening, including through increased south-south civil society collaboration. Support actions to remove systemic and regulatory framework barriers to funding for civil society (including for advocacy) and advocacy efforts in an era of shrinking and closing space for CS impacting the HIV response.

Strategic information: Lead in identifying and addressing knowledge and programmatic gaps relating to community systems strengthening and mobilization and oversee the production, analysis, packaging and dissemination of strategic information in these areas. Support increased demand from and leadership of communities themselves in this work and champion the use of innovative, cutting edge and people-centred approaches to data generation. Support mechanisms for increased accountability for the political commitments, including community monitoring and reporting. Lead on the exchange of strategic information for more impactful community mobilization and on other issues relating to civil society among Cosponsor organizations, within the broader UN system and with partners.

Management: Lead, manage and coordinate the work of the Community Mobilization team, including but not limited to: overseeing development and monitoring of the team’s budget, strategy and work plan; oversight of individual workplans and motivating, guiding, monitoring and empowering all staff to fulfil their full potential; promote and model excellence within the division and department; and manage and resolve problems in a timely manner towards achieving the mandate of the division and department.

All other related duties as assigned, including replacing and backing up others.
REQUIRED QUALIFICATIONS
Education:
Essential: An advanced university degree in social sciences, health, and/or related field. A first university degree and 17 years of relevant work experience will be considered as equivalent for internal candidates.

Experience:
Essential: A minimum of 15 years of experience in civil society mobilization, collaboration and partnership development required. Within this experience at least 10 years of experience at country, regional and/or international levels in the field of health or development - preferably in AIDS -fostering partnerships with a range of sectors, including a range of civil society sectors, government and intergovernmental organizations.
Languages:
Essential: Advanced knowledge of English.
Desirable: A working knowledge of another UN official language an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Post Adjustment: 80.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
