MANDATE OF THE DEPARTMENT:
The Rights, Gender, Prevention and Community Mobilization Department aims to catalyse the structural and social change by using AIDS as pathfinder. It directs and coordinates UNAIDS work on human rights, gender, and community mobilization while building internal UN capacity and accountability around these priorities. The Department builds policy and evidence-base for 'critical enablers' to secure an effective, strategic response grounded in human rights, gender equality and diversity and contributes to achieving Universal Access and the targets of 2011 Political Declaration on HIV/AIDS. It spearheads innovative partnerships with social protection, health, development and women's movements to achieve social transformation and works to strategically engage and reignite the leadership PLHIV, key population movements for social justice. RGPCM comprises the Human Rights and Law (HRL), Gender Equality and Diversity (GED), Prevention, and the Community Mobilization divisions.
The Human Rights and Law Division provides leadership, strategic information, coordination, programmatic guidance and technical support for human rights and enabling legal environments in the AIDS response. It ensures that global standards and commitments translate to human rights action and legal protection at country level, support stakeholders to respond effectively in rights terms, and build alliances for human rights, dignity and security within the Joint Programme and beyond.
Main tasks and Responsibilities of the Position:
Under the guidance of the Chief, Human Rights and Law, and working in close collaboration with the other members of the team, division and department, the incumbent is assigned all or part of the following responsibilities:

Develop policies, memoranda, technical briefs and statements on HIV-related human rights and law, with particular attention to discrimination, punitive laws and policies, and the rights of people living with HIV, women, young people, people with disabilities, children and orphans, and key populations at risk of HIV infection.

As delegated, provide advice on human rights, ethical issues and rights-based programming in national HIV responses to support all aspects of human rights related to HIV, including through effective laws, law enforcement and access to justice in the context of the HIV epidemic, including but not limited to identifying emerging priorities concerning HIV-related human rights and law towards the advancement of Fast Track and other key priorities for increasing access to prevention, treatment, care and support.

Closely collaborate with divisions and teams throughout the Secretariat, among cosponsors, governments and other internal and external partners to advocate the implementation of HIV-related policies and strategies focusing on human rights; provide guidance and input, and respond to requests on human rights and HIV-related legal matters, including human rights violations related to HIV, as well as advice on the development and implementation of human rights-based quality standards for HIV programmes and law.

Provide technical and legal advice to UNAIDS regional and country offices on rights-based, programming and law and advocacy tools including but not limited to preventing and responding to HIV-related legal and human rights crises, as well as for excellence and rights-based approaches in national HIV planning documents and processes.

Establish and maintain productive and collaborative relationships with UNAIDS' cosponsors, the Office of the High Commissioner for Human Rights, human rights groups, networks of people living with HIV and key populations with emphasis on human rights advocacy and programmatic perspectives.

As assigned, design and deliver presentations and training; contribute to the preparation of briefings for senior management, and/or participate in missions and official visits.

Perform other related duties as assigned, including replacing and backstopping for others.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at the Master's level in law, with specialization or studies in human rights.

Desirable: Advanced degree or specialization in political science, international development or in ethics as related to medicine and research.

Experience:
Essential: At least seven years' experience in human rights law as related to health, HIV programming or human rights advocacy and planning processes.

Desirable: Experience at country level or with UN System, UNAIDS, national and international institutions, with a sound understanding of their missions, mandates and operations.
Languages:
Essential: Advanced knowledge of English.

Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US$ 68,294 at single rate
US$ 73,338 with primary dependants
Post Adjustment: 93.4 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
