MANDATE OF THE DEPARTMENT:
The Strategic Information and Evaluation Department enhances understanding of the global response. It monitors progress in achieving the targets of the 2011 Political Declaration on HIV/AIDS and evaluates the effectiveness of countries' responses. The Department develops evidence and tools to improve decision-making, analyses trends and engages stakeholders at all levels to expand knowledge and maximize the use of resources. SIE comprises the Strategic Information and Monitoring (SIM) and Evaluation and Economics (EED) Divisions.
The Strategic Information and Monitoring (SIM) Division generates information on the epidemic and the response to inform and guide decision-making and implementation of AIDS programmes at all levels. It provides standards and tools for the collection of relevant country data on epidemiology and the AIDS response. It compiles and analyses country data to generate strategic information that helps guide programmatic decisions and improves results in communities, regionally and internationally. It designs and promotes innovative methods for knowledge sharing. It collaborates with key partners and stakeholders to produce state-of-the art information on the status of the epidemics and the response.
Main tasks and Responsibilities of the Position:
Under the overall guidance of Director, SIE, the incumbent is assigned the following responsibilities:

Lead, manage and coordinate the work of the SIM Division, including but not limited to overseeing the elaboration of and coordinating the divisional budget taking into account all aspects of priorities, work plans as well as strategies and expected results; advising, guiding and motivating team members while promoting sound governance and cross-sharing activities with departments and divisions throughout the Secretariat, and recommending innovative strategies and resolving issues towards achieving the mandate of the department within the overall SIE framework.

Promote and support strategic analyses of the AIDS epidemic and the response, building on state-of-the-art scientific and technological developments, with an increasing focus on sub-national areas and an optimised frequency of data analyses and dissemination, through collaboration at the country, regional and global levels involving national and global partners and cosponsors.

Elaborate, set standards and promote the implementation of sound surveillance and monitoring policies and strategies towards the development and implementation of harmonized monitoring and evaluation systems, grounded in country realities ensuring coherent approaches across UN agencies.

Take a lead role in the production and dissemination of up-to-date and evidence-based data, estimates and analysis of the epidemic and its impact, together with innovative approaches to data systems management and knowledge-sharing.

Champion and bolster the application of innovative approaches and state-of-the-art methods to guide practical, programmatic decisions while improving results at the community level through leadership for the analysis, review and coordination of all aspects of evidence-based information with emphasis on country and regional needs; promoting effective collaboration with a broad range of organizations, institutions and other entities engaged in these thematic areas, taking into account priority areas identified by the Secretariat's strategy, as well as advocating and strategizing with cosponsors, regional organizations and national governments, key donors, and civil society organizations.

Establish, encourage and strengthen productive relationships between UNAIDS and representatives from cosponsors, governments, regional, national and governmental institutions, foundations and other partners, and as delegated, donors and donor agencies, to promote collaborative synergies; and to represent SIE at technical meetings and international conferences.

Perform other related duties as assigned, including replacing and backstopping others.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced degree in public health, epidemiology or biostatistics.

Desirable: PhD or higher degree in one of the above fields complemented by degree or studies in business/public administration or management.

Experience:
Essential: At least 15 years of experience in international public health with a focus on public health and AIDS programmes, including at least five years in technical assistance towards developing and strengthening country-level systems based on quantitative and qualitative evaluation and research methods. Experience in the management of multi-disciplinary teams.

Desirable: Experience or familiarity with the UN System and major international actors and partners in the field of HIV.
Languages:
Advanced knowledge of English. Knowledge of additional UN official language(s) an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US$ 96,540 at single rate
US$ 104,444 with primary dependants
Post Adjustment: 99 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
