MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Support Team (RST) for the Middle East and North Africa coordinates and supports the work of the UNAIDS country offices in the region. The RST is playing a leading role in ensuring that each of the 21 countries that it covers has a National Strategic Framework and Annual Action Plans that have been costed. For this purpose, that RST has begun to coordinate the numerous and fragmented partner support for NSP development, maximizing the Action Planning Services (ASAP) support. The RST has recognized that in addition technical support is needed in the areas of program management and organizational development to improve the governance of HIV at the country level, and in areas of resource needs and resource tracking for the HIV management processes. Providing this technical support is critical for developing targeted programs and scaling up for Universal Access.

Purpose of the Post is to (1) coordinate and facilitate technical support to UNAIDS Country Offices (UCCs/UCOs) and UN Country Teams (UNCTs) on developing prioritized and costed national strategic plans moving towards Universal Access to HIV, Prevention, Treatment, Care and Support, (2) provide support to UCOs on developing national technical support plans and for access to quality and timely technical support, and (3) support establishment of a regional technical support group with sound understanding of the Regional context and can be called upon to render country assistance. .
Main tasks and Responsibilities of the Position:
The Technical Support Adviser will coordinate regional technical support to country partners in the region for planning and managing HIV programs based on the "Three Ones" principle. Specifically the TS adviser will:

Coordinate with and support UCOs and Joint Teams in the development of national technical support plans.

Assist UCCs to source technical assistance and facilitate regional or multi-country approaches where appropriate. Collaborate with partners and relevant UNAIDS HQ Focal Points to identify and share with UCCs and countries current policies, programs, resources, tools and good practices available for technical support.

Act as the Focal Point for coordinating technical assistance on national strategic and action planning including as the focal point for the UNAIDS/World Bank AIDS Strategy and Action Planning services (ASAP) and other relevant initiatives of partners.

Lead and develop partnerships with key providers of technical support, including civil society partners. Strengthen capacity of and promote civil society as technical support providers, project demands for technical support and develop approaches to effectively respond.

Advise on the development and establishment of the Regional Technical Support Advisory Group, including developing its Terms of Reference and operations.

Develop and execute a capacity development strategy for strengthening capacity of regional program managers and recipients of technical support.

Design and establish a regional database of quality assured consultants and establish mechanisms to orient consultants in the region on HIV-related policies of UNAIDS.

Facilitate and act as the focal point for knowledge management in the region including facilitating knowledge management and sharing of information and experiences, including from TSF in other regions. Adapt and apply processes to assure quality of technical support provided by TSF.

Perform all related duties as required.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in management, public health, international development and related fields.
Competencies:
Thorough understanding of the HIV epidemic and its impact on countries in the Middle East and North Africa.

Sound knowledge of organizations, institutions and individuals working on HIV in the Middle East and North Africa Region. Familiarity and experience with the UN system and of the UN organizations' delivery mechanisms
Experience:
At least seven years of experience in developing, implementing and evaluating HIV and/or development programmes in the Middle East and North Africa region. Knowledge and experience in the planning and management of technical support to countries in the Middle East and North Africa region.
Languages:
Essential: Advanced knowledge of English and Arabic required.
Desirable: Knowledge of another UN official language would be an asset

Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. the above mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
Annual salary: (Net of tax)
66482 USD at single rate
71393 USD with primary dependants
Post Adjustment: 36.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
