MANDATE OF THE DEPARTMENT:
The mandate of the Response Monitoring and Analysis (RMA) Team is to: 1) provide scientific leadership by setting international Monitoring and Evaluation (M&E) standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group; 2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millennium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed; 3) produce global reports and thematic papers for global dissemination; 4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and 5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system and 6) include National AIDS Spending Assessment (NASA) and financial tracking.
Main tasks and Responsibilities of the Position:
Under the overall supervision of the Team Leader of the Response Monitoring and Analysis (RMA) Team, the incumbent provides secretarial and administrative support to a range of activities, namely:
1. Provide secretarial and administrative support, including but not limited to:
- Screen, register and disseminate incoming correspondence/documents, monitoring deadlines for action.
- Create, maintain and update e-Workspaces to improve sharing of information and tools, creating and maintaining electronic files.
- Draft correspondence of routine nature, including responses to requests to the division in English and French;
- Check and clear correspondence for adherence with established procedures, presentation and accuracy.
- Organize administrative, logistical and travel arrangements for meetings including teleconferences, videoconferences, workshops, and facilitate their smooth operation.
- Attend and take notes at meetings, prepare minutes/notes for the records, as required.
- Handle travel arrangements for the division, including Travel Authorizations for staff members, consultants, etc., and maintain and monitor travel plans and leave schedule.
- Receive visitors/calls, make appointments for Team Leader, RMA and other staff members, managing the supervisor's calendar and redirecting visitors/calls and/or referring calls to the other staff as appropriate, keeping agenda accurate/up to date and assembling any background documentation needed for appointments.
- Type and reproduce documentation/reports/brochures, prepare briefing materials, background files, etc.
- Provide informal translations of relevant documents;

2. Provide budgetary/finance support to the RMA Team:
- Using ERP", monitor financial accounts/expenditures/availability of the team's UBW and non-UBW funds against the work plan to ensure timely action on contracts and payments; bringing problems/irregularities to the supervisor's attention to ensure financial integrity and providing regular updates.
- Liaise with counterparts at headquarters and country offices to provide guidance and exchange information regarding travel arrangements, contract/agreements and other financial/administrative matters; in consultation with FIN and MSU, and in conformity with administrative rules and regulations, and RMA procedures.
- Maintain a register of, and monitor all contractual agreements with institutions and consultants and provide timely advice to professional staff on effective management of contracts.
- Provide guidance to divisional staff members (GS and P) on procedures, forms, information systems, etc. to identify and resolve issues/problems as they arise and suggest ways to enhance work organization and effectiveness.
- Prepare Adjudication Reports, APWs, LoAs, funding agreements, etc., and monitor payment schedules and deadlines.
- Prepare paperwork to recruit STCs, STPs, and other short-term staff and liaise with MSU and HRM to prepare required documentation for the recruitment procedures as related to consultants and other service providers.
- Participate in improving and strengthening effective administrative processes within the Unit

3. Organize meetings and monthly teleconferences to improve the efficiency, workflow and communication within the team.

Perform other related duties as required, including assisting others are necessary.
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary school education, complemented by secretarial and administrative training.
Competencies:
Training and experience with microcomputers and good knowledge of computer systems.
Experience:
Essential: Five to seven years experience in a secretarial position, including a thorough knowledge of administrative procedures and rules of the UN system.
Languages:
Essential: Excellent knowledge of English and French
Desirable: Knowledge of another UN official language

Further, employment with UNAIDS is subject to successful completion of the ICDL (International Computer Driving Licence). The test includes tasks on Microsoft Office software (Word, Excel, Outlook and PowerPoint, etc) required in an office environment at UNAIDS.
Annual salary: (Net of tax)
74638 CHF at single rate
