MANDATE OF THE DEPARTMENT:
The Manager ERP (MERP), reporting to Chief, IRT, conceives and implements a comprehensive ERP strategy for UNAIDS. The ERP environment at UNAIDS is dependant on both that of the World Health Organization (WHO) which is under development, and of the United Nations Development Programme (UNDP) Atlas system. Establishing and leading a cross-functional team, the MERP must catalyse the integration of relevant specializations, foster an environment of innovation, effectiveness, service, change and system delivery in the area of Enterprise Resource Planning. Representing UNAIDS within the ERP community and taking the ERP management role in relation to UNAIDS senior management, the MERP both articulates the vision and is accountable for establishing the Organizations' ERP strategy and then developing and delivering an ERP project to meet UNAIDS' goals.
Main tasks and Responsibilities of the Position:
1. Integrates the diverse work of human resources, finance, administration, budget and programme management, and information technology specialists into the overarching goals of the UNAIDS ERP strategy, providing cross-team and lateral managerial direction that fosters maximum contribution and synergy.
2. Liaises directly with the management of each relevant area to evaluate needs, prepare business cases and plan the delivery of an ERP solution for UNAIDS.
3. Crafts the strategic design, policies, implementation plan and performance measures for UNAIDS ERP, addressing the needs of the entire user and stakeholder community. These elements must take into account UNAIDS' relationship with WHO and UNDP, as well as that of any Cosponsors participating in the ERP context.
4. Establishes a cross-functional team and manages any ERP or ERP-related projects at UNAIDS, in close collaboration with UNAIDS teams. Develops business cases, including costing, options and risk analysis, and sets priorities for phase out of existing systems and services.
5. Delivers ERP solution according to agreed timeframes established as part of the implementation plan.
6. Advises and makes recommendations on all ERP related issues to Chief IRT, and to senior management, as needed.
7. Directs outreach policies and services including training, user support and managerial awareness of ERP solutions as they affect UNAIDS; oversees and delivers effective change management.
8. Coordinates institutional partners, successfully advancing UNAIDS ERP requirements within the cosponsoring organizations' agenda. Represents UNAIDS at all major ERP fora.
9. Fosters ERP awareness and inquisitiveness in UNAIDS that embraces the use of the system and extends its reach to all colleagues in all locations.
10. Manages staff and the external consultants for the project

REQUIRED QUALIFICATIONS
Education:
Advanced University Degree in Business, Information Systems, Engineering, Operations, Logistics or a related field. Relevant certification (e.g. PMI, ITIL, Prince 2) an asset.
Competencies:
Proven management and project management skills. Excellent negotiation skills. Excellent writing skills. Proven ability to manage change. Ability to identify developing problems, design solutions and resolve them. Presentation skills for all levels. Excellent organizational, verbal/written communication and people skills. Business process re-engineering skills required. Knowledge of Oracle ERP desirable; knowledge of PeopleSoft or SAP an asset. Knowledge of any UN system or similar administrative systems an asset. Background in financial management, CRM, HR, Utility Management or procurement an asset.
Experience:
A minimum of 10 years of successful management and project management experience in a similar sized organization and projects of similar scope, with an information technology component. Experience in business analysis and lead of large IT projects. Experience with RFPs, contracts management. A combination of public and private sector experience an asset. International experience preferred.
Languages:
Fluency in English and working knowledge of French.
Additional Information:
In close collaboration with the International Civil Service Commission UNAIDS is developing and testing a system of reward for contribution and a broad-banded salary structure (Band1: P1 and P2, Band 2: P3, P4 and P5, Band 3: D1 and D2). As this system is being tested the existing grading system will be maintained until further notice. This post is at the P5 grade under the current grading system.
Annual salary: (Net of tax)
70 742 US$ at single rate
Post Adjustment: 66.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
